- The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office announces a Sources Sought Notice to identify the availability of potential small business � preferably service disabled veteran owned (SDVOSB) - sources capable of providing services to the National Defense University (NDU) in support of NDU�s Diversity, Equity, and Inclusion (DEI) initiatives. NDU is seeking information from interested parties capable of providing support in reviewing current DEI data, making an assessment of the current climate, and providing a written report with recommendations for appropriate DEI metrics specific to NDU in order to reduce the burden of �survey fatigue� on NDU employees while simultaneously identifying and constructing useful assessment tools from existing data. The contractor will also be responsible for identifying where existing data collection may be modified to provide more useful information for constructing appropriate metrics. The contractor will work in conjunction with the appropriate NDU points of contact to gather and review currently existing statistical information, including any relevant and available MD-715 data, Defense Equal Opportunity Command Surveys, OPM Employee Satisfaction Surveys, and any existing focus group survey material. After this review, the contractor shall make recommendations related to the collection of statistical data, supplemental questions for existing surveys, and development of a DEI metric dashboard. The contractor�s staff shall include experts in the development of DEI metrics.�The contractor shall provide technical support in the development of a cohesive and data driven DEI strategy. Members of the contractor will sit on expert panels for the Global Diversity, Equity and Inclusion Benchmark projects (GDEIB), or similar panels/projects, tools which have been used by the Department of the Navy, the Department of the Army, and the US Air Force to develop data-driven DEI strategies. As it relates to analysis and assessment, the contractor team should include highly-trained social science researchers with expertise in psychology, leadership, sociology, linguistics, data science, statistics, organizational behavior, and workforce analytics. The contractor should offer both qualitative and quantitative research and strategy services, including survey design, focus groups, and data analysis. The emphasis will be on quantitative research and services.�
