Description
This is a Request for Information (RFI) synopsis for written information only. The United States Navy (USN) and United States Marine Corps (USMC) have a requirement to perform off-aircraft performance testing on turbofan engines (F402, F404, F405, & F414), turboshaft engines (T64 & T700), turboprop engines (T56-425, T56-427, T56-427A, T56-14 & T56-16) across multiple Navy and Marine Corps aircraft in both fixed and mobile shore based facilities worldwide. Additionally, turbofan engine test capability is required aboard all USN aircraft carriers and is performed on the carriers fantail. The Navy and Marine Corps currently have three (3) Engine Test Instrumentation (ETI) system variants to support turbofan, turboshaft and turboprop engines with unique Test Program Sets (TPSs) developed for each engine using National Instruments LabVIEW 2016. The Naval Air Systems Command PMA260 Propulsion Integrated Product Team located in Lakehurst, NJ is seeking information about the capabilities of industry to provide a single replacement electronic throttle control system for all of the current USN and USMC suite of Turbofan, Turboshaft and Turboprop Engine Test Instrumentation (ETI) systems. The total inventory of 56 engine test cell electronic throttle control systems is planned to be replaced to include 11 aircraft carrier mounted, 21 shore based fixed and 24 shore based mobile. Request for Information Information is sought from industry regarding electronic throttle control systems capabilities. Please provide the following information about any electronic throttle control systems capabilities or technologies either under development or that is a product or combination of products supplied by your company or organization to other Department of Defense (DoD) or foreign military services, Navy aircraft depots or commercial industry. We are requesting the following details: 1.A general description of your electronic throttle control system product(s)/technology, your approach for integrating your products and technologies into a common suite for use in USN and USMC ETI systems and projected lead times and rough order of magnitude development and production costs for a potential future acquisition. 2. A description of your approach to maximize commonality across your existing or planned turbofan jet, turboshaft and turboprop electronic throttle control systems to reduce life cycle support and sustainment costs. 3. An overview of your approach to obsolescence management to ensure that any newly fielded electronic throttle control systems would be sustainable and supportable over a minimum life cycle of twenty (20) years. 4. An overview of your strategy/technology for developing engine specific electronic throttle control system and your approach/ability to communicate with Navy existing National Instruments LabVIEW 2016 engine TPSs on your current or planned electronic throttle control systems. 5. An overview of the suitability of your existing or planned electronic throttle control system to be operated and maintained in the Fleet intermediate maintenance level environment both ashore and afloat. Please provide results of any environmental, electromagnetic interference, shock or vibration testing that your electronic throttle control system equipment has undergone. 6. An overview of how your existing or planned electronic throttle control system would meet DoD Cybersecurity hardening requirements and how you would implement DoD Cybersecurity hardening requirements over the life cycle of your existing or planned electronic throttle control system. 7. An overview of your electronic throttle control system support maintenance philosophy including any maintenance manuals if available to support an organic maintenance strategy or service support agreements or Performance Based Logistics (PBL) support contracts for a contractor maintenance strategy. 8. An overview of your production capabilities to manufacture 56 electronic throttle control system. Provided details of the manufacturing facilities and equipment and a proposed delivery schedule strategy. 9. An overview of your strategy/approach for implementing future upgrades to your electronic throttle control system to support additional aircraft engine testing such as the F135 turbofan engine and T408 turboshaft engine. 10. An overview of your electronic throttle control system concept of operations including any operators manual or calibration procedures for any developed or fielded systems if available. 11. If applicable, provide information about any DoD contracts for your electronic throttle control system products and what if any data products were developed and provided to the government. Any commercial contracts or testimonials are also welcome. Please provide points of contact for any of these references. 12. Provide information about your company/organization including a brief description of your company/organization, whether you are a small or large business, 8A status, hub zone status, veteran/women owned status and any past or present Small Business Innovative Research (SBIR) awards related to your electronic throttle control system products or technologies. 13. Provide any pertinent product datasheets. 14. Provide any additional information you think would be useful to consider in this RFI. It is requested that information be submitted NO LATER THAN 22 September 2021 to Mr. Domenick Davino, Naval Air Warfare Center Aircraft Division, Code BL51000 BLDG 120 Route 547, Joint Base MDL, NJ 08733-5000, by electronic mail at: Domenick.A.Davino.civ@us.navy.mil. Mr. Davino may be reached at 240-577-8088. Respondents are notified that there is no solicitation package available, and a formal solicitation MAY NOT necessarily result from the RFI. No promise of a contract award is implied and respondents are not being asked to submit cost proposals. Any comments provided may or may not be included in a formal solicitation. The Government WILL NOT PAY for any information received in response to this RFI nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government.
