Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is unrestricted. Solicitation number W50S7H-21-R-0009 is being issued as a request for quotation (RFQ). The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2021-06, Effective July 12, 2021 and the Defense Federal Acquisition Regulations (DFARS) Publication Notice (DPN) 20210830 dated August 30, 2021. It is the contractor�s responsibility to be familiar with applicable clauses and provisions. The North American Industry Classification System (NAICS) code 621511 has a size standard of $35M. This acquisition shall result in a single Blanket Purchase Agreement (BPA), which will be awarded in accordance with Federal Acquisition Regulation FAR Part 13, Simplified Acquisition Procedures. Description of Requirement: The 172d Medical Group has a requirement to provide routine medical laboratory testing services. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to provide blood and urine lab analyses services as described in the attached Performance Work Statement. Cover Page and Table of Contents are not included in page count. 52.212?2, Evaluation�Commercial Items: The Government will award a firm?fixed priced agreement Basis of Award: Commercial and Simplified Acquisition Procedures will be utilized to the max extent in a streamlined evaluation IAW FAR 12.602 & FAR 13.106?2. Award may be made without discussions with offerors. The Gov�t intends to make only one award to the offer that is most advantageous to the Government as follows: Gov�t will first record total evaluated prices (inclusive of all CLINS/price lists). All price lists will be reviewed for balanced pricing. Any quotes which contain either unrealistically low or unreasonably high pricing as compared to other quotes will be noted. Gov�t will then review technical proposals as requested in 52.212?1, noting significant areas of either concern or value. If the Gov�t has a low degree of technical confidence in any quote, the contractor will not be reviewed for past performance. Past Performance will be reviewed for all remaining quotes, and may be based on Contracting Officer�s prior knowledge/experience; customer past performance inquiry replies; PPIRS/FAPIIS, or any other reasonable basis. Contracting Officer will document the rationale for selection of the successful offeror including discussion of any trade?offs considered. Exception: If the offeror was previously noted as having either unrealistically low or unreasonably high pricing, the Gov�t will communicate with the vendor to ensure there was not a mistake in pricing prior to award. If a mistake is claimed, it will be handled IAW FAR 14.407, and comparative assessment re-accomplished if necessary.
