Description

The National Geospatial-Intelligence Agency (NGA) intends to award a sole source purchase order to Blackboard Inc., 1111 19th ST, NW, 9th Floor, Washington DC 20036-3603, for the purchase of Blackboard Learn Software as a Service (SaaS) under the authority of Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B). The purpose of this award is to purchase a Learning Management System (LMS) available on the worldwide web, hosted in Amazon Web Services Government Cloud (AWS GOV Cloud).� Blackboard, Inc. is the sole provider of the Learning Management System (LMS) and no competition is being sought. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any entity that believes it can meet this requirement may give written notification no later than 1:00 pm EDT on Monday, September 27, 2021. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The Government will issue a Justification and Approval (J&A) to support the need for a sole source award.� The J&A will be posted to GPE website http://www.beta.SAM.gov 14 days after award of the modification.
