Description

Synopsis: � This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopses of Proposed Contract Actions.� The U.S. Army Corps of Engineers (USACE), Portland District intends to award a single-source, firm-fixed-price supply contract to North Coast, 625 N. Thompson, Portland OR 97227. This is a contract is for the purchase of Allen-Bradley ControlLogix equipment for the GDACS testbed to support GDACS installed at USACE supported dams. The South Atlantic Division (SAD) has standardized on Allen-Bradley Programmable Logic Controllers (PLC) for hydroelectric generation systems. The standardization on this brand was to reduce maintenance costs across the SAD hydropower projects. North Coast is the authorized Allen-Bradley dealer for the northwest. �� The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) � Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 511210 � Software Publishers.� The size standard as defined by the U.S. Small Business Administration is $41,500,000.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to provide like equipment, as established herein, that interfaces and is compatible with existing infrastructure and parts are interchangeable with current replacement stock parts.� If no affirmative written responses are received by 2:00 PM Pacific Time on 9 Sep 2021, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
