Description
NOTICE OF INTENT TO AWARD SINGLE SOURCE This notice is hereby issued in accordance with FAR Part 5.203 in repose to the mandatory requirement for a 15-day public notification. The United States Property and Fiscal Office for Maine (USP&FO-Maine) (W912JD) intends to award a single-source contract to�TSI, Inc., 500 Cardigan Road Shoreview, MN 55126 USA; DUNS: 006253124 to provide the PortaCount Pro Plus Model 8048 to include the 8026 Particle Generator and additional equipment commonly purchased with the system. The anticipated contract�will be a Firm Fixed Price (FFP) Purchase Order under the General Service Administration (GSA) Federal Supply Schedule (FSS) Description of Supply: Quantitative Respirator Fit Tester. The fit tester should include all associated parts and accessories (including software) necessary for successful stand-alone, out-of-the box testing capabilities of not only full and half face respirators but also N95 masks.� Fit testing is expected to meet all OSHA requirements for quantitative fit testing as described in Code of Federal Regulations, 29CFR 1910.134. Background: In accordance with State, Federal and Department of Defense regulations, the safety and Occupational Health Office is responsible for ensuring the health and safety of federal technicians employed by the Maine Army National Guard (MEARNG). Respirator fit testing is a requirement for technicians working in hazardous or potentially hazardous conditions. Respirator fit tests are used with tight fitting respirators to ensure a proper face-to-face piece seal is achieved. Without a proper fit, ambient air can leak into the respirator and expose the wearer to airborne contaminants. Quantitative fit-testing is performed by the process of collecting and analyzing air samples from within the respiratory inlet cover of the respirator while it is worn by the intended user. This collection is accomplished through use of a hose inserted into the face piece of the respirator, which then delivers the air sample to a separate device analysis. This testing procedure results in a numeric value for the level of contaminant within the respirator by comparing this number to the concentration of the contaminants within the mask. A �fit-factor� is a calculation that indicates whether leakage exists and at what level when a technician is wearing the selected respirator. Fit testing is required prior to initial use, whenever a different mask is used and annually thereafter. Additional tests are required whenever a technician reports physical or physiological changes that may affect respirator fit. The current respirator fit tester has reached its end-of-life cycle. The quantitative respirator fit tester must be able to perform fit testing procedures as annotated in the OSHA Standard 1910.134 Part A, Fit Testing Procedures-General Requirements and meet fit testing protocol. The preferred product: PortaCount Pro Plus Model 8048 The salient characteristics are listed below: i. ���� Use of Modified Ambient Aerosol Condensation Nuclei Counter (CNC) Quantitative Fit Testing Protocols as specified in 29 CFR 1910.134 Appendix A. ii. Instant feedback of respirator fit iii. Automated fit testing iv. Video animation to pre-fit test training and to guide the test subject through fit��test exercises v. Ability to print fit test reports and fit test cards vi. OSHA, ANSI, CSA and HSE Compliant for all tight fitting respirators, including Series 95, 99, 100, FFP1, FFP2 and FFP3 filtering face piece respirators vii. 2 Year Warranty on workmanship and materials. Particle Generator 8026 is an instrument that will supplement the ambient particle count, allowing the fit tester to be operated in areas where the normal particle count is not sufficient. c.. Additional Fit Tester accessories required: i. Carrying Case ii. AC Adaptor iii. Isopropanol Alcohol Supply (99.5% reagent grade) iv. Particle Generator v. Zero filters vi. Spare wicks vii. Alcohol fill capsule and cartridge viii. USB Cable ix. Filtering Face piece Kit (probe insertion tool, probes, lock nuts, lanyard) PortaCount Mini-Tablet with Accessories, USB Dongle compatible with Microsoft suite products, used for conducting fit test in stand-alone and group fit test model.� The software shall be compatible with Microsoft and process in real time basis producing a measurement of particulate concentration. In addition, the software is to communicate information pulled from the fit tester to the mini-tablet with the ability to produce reports which can be printed, stored or exported. The software shall include the appropriate licenses to operate the fit tester.� The statutory authority which permits single-source for this acquisition is Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41U.S.C. 251 and Title 40 U.S.C 501, FAR 8.405-6(a)(1)(i)(B) and 8.405-6(b)(1)Brand Name. TSI, Inc. is the sole�manufacturer and distributor of the product. Due to the company not having third party distribution�they are the only authorized seller of the product. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS; No solicitation package will be issued. �All information received by the below stated time and date of�this notice with pricing and sufficient technical documentation to establish bona fide capability�(i.e. unit price, list price, shipping and handling costs, the delivery period after contract�award, the prompt payment discount terms, the F.O.B. Destination, the Dun & Bradstreet Number� (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size) to meet�the requirement will be considered by the Government. � A determination by the Government not to�compete this proposed contract action based upon responses to this notice is solely within the�discretion of the Government. Information received will be considered solely for the purpose of�determining whether conducting a competitive procurement is in the best interest of the Government.� � This notice is NOT a request for competitive proposals/quotes. �All information submitted should�support the offeror�s capability to provide the items required, and shall be furnished at no cost�or obligation to the Government. �All responses to this notice shall be submitted electronically by 23 September 2021 at 4:00pmEST to darlene.r.howes.civ@mail.mil.� After publication of this notice, to the effect that comparable supplies are available, and that is more advantageous to the Government that obtaining these services through a sole-source purchase order than a sole source acquisition award will be made. NOTE: All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov to patriciate. Note: This determination satisfies the requirements of FAR 8.405-6. This requirement to prepare a written justification in accordance with FAR 6.303 does not apply to Federal Supply Schedules.
