Description
National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) intends to solicit and negotiate with only one source, Laboratory for Atmospheric and Space Physics (LASP) � a research organization at the University of Colorado-Boulder, under the authority of FAR 6.302-1. NASA LaRC will be the procuring center for this effort. Performance will be located at LASP. The NAICS code for this procurement is 541715. LASP is the only organization that has the capability to perform characterization of radiometric instrument in spectral range from 350 to 2300 nm to uncertainty < 0.5% (k=1), required by the ARCSTONE project. LASP will support the ARCSTONE InVEST project by providing expertise in the characterization of the ARCSTONE Instrument. LASP has experience in flight calibration systems utilizing CubeSat formats that require the above accuracies. This is critical for the InVEST project. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Eastern Standard Time on September 24, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
