Description
The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Adacel Systems, Inc. The required item to be purchased is: one (1) Adacel Tower Simulation System (TSS) for Pope Army Airfield. Currently, Pope has one existing Adacel TSS in use. This procurement will be for the purchase of: one (1) Adacel Tower Simulation System, to include: System console and furniture MaxSim FX-2.8.2 Five 55� Ultra-thin bezel LCD visual system Insight Visual Software Lexix Voice Recognition USAF Models Fleet and VDB Library STARS Keyboards Light Gun Sound System To include delivery, setup, and installation � APPLICABILITY OF AUTHORITY:� Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). Adacel's TSS is the primary ATC training platform currently used by the United States Air Force, United States Army, the Federal Aviation Administration and the United States Navy and Marine Corps. Adacel's TSS is currently utilized by Air Force's ATC School at Keesler AFB, as well as three locations on Pope Army Airfield. 352 Special Warfare Training Squadron contains one of the three TSS' on Pope Army Airfield for their ATC School. Currently, the Special Warfare ATC course is 45 training days and feeds trainees directly into the Combat Control Tactics (CCT) Apprentice course which is another 60+ training days. Students must pass both courses in order to be awarded their 3 skill level badge. The ATC instructors must first be qualified ATC's, certified as an instructor and finally be trained on the specific course/trainer required to train students. Currently, the ATC course has an approximately 39.5% washout rate (i.e., students fail to complete the entire process to become a certified ATC, with approximately 15% of those being eliminated during Technical Training) and this process can take 1.5 to 2 years per student. The cost of getting a single ATC trained, excluding PCS costs, Medical and Manpower costs is $97,471.00 per student whether they become fully certified or not.� Therefore, it's imperative students are trained and certified as efficiently as possible. If a different system were procured, student training would be negatively impacted as they would need to learn two different systems. From a student perspective, students are already in a high-stress situation without having to adjust to two different simulators. Air Force ATC's (and instructors) are a finite resource and committing them to having to learn two operating systems is a burden on the student, the instructors, and the training mission.� furthermore, the Government has $96K of equipment (laptops, tablets etc) loaded with Adacel TSS software to expand upon the training capabilities of the existing TSS which can be utilized if another Adacel TSS is acquired. If another system were procured these items would be mostly obsolete. In order to provide/expand similar training capabilities on another manufacturer's product would require purchasing additional licenses and hardware which would cost approximately $50K. The substantial duplication of costs to the Government is not expected to be recovered through competition.� Finally, the Air Force has base-lined each TSS currently under contract so an ATC can go to almost any Air Force location and use the TSS with little to no site-specific training or integration and be operational almost instantly. Updates to Adacel Systems are then communicated and updated to all USAF (currently 94 sites) sites under the contract.
