- Attached is the Federal Aviation Administration's (FAA) Enterprise Network Services (FENS), Screening Information Request (SIR) Amendment 7. The SIR files attached hereto replace and supercede their corresponding predecessor files. This announcement contains three (3) contract�files and three�additional files that provide information pertaining to the amendment materials. Note Response to Offeror Questions was revised to v1. Added�FENS SIR List of Files and Version History through Amendment 7.xlxs file to Attachments. General Proposal Submission Instructions: Updated Price and Technical/Management Proposals are due on September 30, 2021 no later than 5:00pm EDT. The updates must address the scope of Amendments 6 and 7 to the FENS SIR. Offerors are reminded of the submission instructions in SIR Section L.5.2: Submission Cover Letter � Each offeror�s proposal submission and any subsequent amendments to the offer must include a cover letter signed by an Offeror representative who is duly authorized to bind the Offeror. In accordance with Amended Section L.3, an amended proposal is a binding offer valid for 360 calendar days from the due date for amended proposals. AcquServe and the OCP are currently accepting inputs and they will no longer accept inputs after 5:00pm on the response due date. Offerors may over-write and replace files comprising their response to Amendments 6 and 7 up to the submission deadline. Comment Deadline. Offerors have up to 5:00pm EDT on September 10, 2021 to submit any questions, concerns, clarifications, and possible discrepancies to the FENS Contracting Officer regarding Amendment 7. � With the exception of the submission deadline, the instructions and conditions stated in SIR Section L.3 apply to any offeror questions, concerns, clarifications, and possible discrepancies related to Amendment 7. Offerors will be advised by the FENS CO if any information or materials submitted in response to Amendment 6 or 7 is deemed by the Government to be not directly related to the amendment. Any information or materials submitted in response to Amendment 6 or 7 and deemed by the Government to be not directly related to Amendment 6 or 7 will not be evaluated. No FAA Response to an Offeror question or Offeror-Specific Instruction expands the scope of permitted proposal revisions beyond what is permitted by the Amended SIR. Volume-Specific Proposal Submission Instructions: All volume-specific proposal submission instructions provided with Amendment 6 (restated below) also apply to Amendment 7 with three exceptions (identified below). Instructions Specific to the Price Proposal Submission: All Price Proposal materials and inputs must be submitted through the AcquServe Tool. In addition to updates to the Bid Model in AcquServe, each offeror must provide updates to their Pricing Narrative, BOEs, Technical BOEs, and CML as needed for consistency with changes made to its Bid Model. Any MS Word files must be submitted with Tracked Changes visible relative to the original proposal submission that was due on February 5, 2021. Changes to the Bid Model in AcquServe are limited to portions of the Bid Model for which the Government has elected to allow changes as a result of Amendments 6 and 7. Offerors must advise the FENS Contracting Officer by the Comment Deadline for the portion of Amendments 6 and 7 affecting the Price Proposal if they believe changes are needed to additional tables in AcquServe other than those allowed by the Government. There are no offeror-specific instructions associated with Amendment 7. (Exception #1) Instructions Specific to the Technical/Management Proposal Submission: The Technical/Management Proposals, equipment lists, and technical data sheets must be submitted through the Offeror Communications Portal (OCP). Offerors are allocated an additional 50 pages to provide the information requested in Amendments 6 and 7. As such, if an offeror�s original Technical/Management Proposal was 248 pages, the revised proposal submission would be limited to 298 pages. (Exception #2) Equipment lists and technical data sheets do not count against the 50-page limit. The location information requested under Element 1.6 for �Network Points of Presence (POPs), any data centers not located at FAA facilities and the connection topology between the Network POPs and any data centers not located at FAA facilities� is excluded from the 50 pages allocated for the submission of the updated Technical/Management Proposal. (Exception #3) All definitions in SIR Section L.13(h) pertaining to the definition of a �page,� margins, font size, etc. remain applicable. No changes to the Executive Summary are permitted as part of the submission in response to Amendments 6 and 7. All Microsoft Word files must be saved with Tracked Changes visible relative to the original proposal submission that was due on February 5, 2021. Any deletions (if applicable) must be in �balloons� rather than strike-throughs to accurately reflect the page count. Offerors must only use the additional 50-page allowance to provide the information requested by Amendments 6 and 7 to Section L of the FENS SIR. Offerors are prohibited from making changes or additions to their proposal that are not directly related to the additional information requested in Amendments 6 and 7. No changes to proposed designs, solutions, or approaches are permitted. The proposal submission must focus on the additional information requested under Sub-factor 1, although updates under Sub-factors 2-6 are permissible to maintain consistency with the information provided under Sub-factor 1 provided in response to Amendments 6 and 7 to Section L of the FENS SIR.
