Description

Project Description: The U.S. Army Corps of Engineers, St. Louis District, intends to issue a Request for Proposal (RFP) solicitation for the award of a Blanket Purchase Agreement (BPA) as a firm-fixed price contract. The purpose of this procurement is for reginal seed companies to provide and deliver seed of specified mixes and species for reforestation efforts on RPO management areas.� Seed utilized in prairie restoration efforts on the UMRS must meet stringent production guidelines to ensure maximum survivorship after planting. The Mississippi River is the largest riverine ecosystem in North America.� It is generally separated into segments, the Upper Mississippi River System (UMRS) and the Lower Mississippi River System.� The UMRS supports more than 300 species of birds, 57 species of mammals, 45 species of amphibians and reptiles, 150 species of fish, and nearly 50 species of mussels.� The UMRS has a significant role in supporting the Midwestern economy through commerce transportation, agriculture, and recreation. Modern UMRS forests and prairie represent a small portion of pre-settlement habitat.� The development of the UMRS floodplain for agriculture and industry resulted in extensive conversion of these habitat.� The US Army Corps of Engineers (USACE), St Louis District, Rivers Project Office (RPO) manages approximately 46,000 acres of forested and prairie habitat on the UMRS at the confluences of the Mississippi, Illinois, and Missouri Rivers.� A need currently exists for the provision of large numbers of prairie seed annually to support the restoration of prairies and reforestation efforts. Small business size standard is 1,000 employees The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about October 2021. This solicitation package will be posted on the System for Award Management (BetaSAM), which can be accessed at www.beta.sam.gov.� The Government will not provide paper copies of the solicitation or the Interested Vendors List (IVL). Telephone, written, facsimile, or e-mail requests for the solicitation package or the IVL list will not be honored. The Interested Vendor List will be activated and may be accessed and printed from this web site. Prospective offerors who would like their company name included on the Bidders Mailing List (plan holders list) may do so on the BetaSam website under Interested Vendor List.� �Potential bidders MUST register at www.beta.sam.gov, in order to receive notification and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for proposal preparation costs.
