No Controlled by: HHBN, USARCENT CUI Categories: Contract Distribution/ Dissemination Control: FEDCON 1. ��SCOPE:� Contractor shall provide all labor, tools, and parts, described in this Statement of Work (SOW) to perform Preventive Maintenance Inspections (PMI) and repairs to two Mitsubishi 9800A 750 Uninterrupted Power Systems (UPS) located in Building 1947, United States Army Central Command (ARCENT), Shaw Air Force Base, South Carolina.� � 1.1. BACKGROUND: �This SOW applies to Two Mitsubishi 9800A 750 Uninterrupted Power Systems serial numbers Mitsubishi 9800A 200 09-7M73070-01 (1 each) and Mitsubishi 9800A 200 09-7M73013-03 (1 each). WORK HOURS:� ARCENT work hours are from 7:00am to 6:00pm local time Monday through Friday, except Federal holidays. Emergency circumstances may occur which require the contractor to perform actions outside of normal working hours. 3. �GOVERNMENT REQUIREMENTS: 3.1. ��The Government will provide contractor access to building 1947 for use of bathrooms, water fountains, and break areas. 3.2. During conditions of inclement weather, the contractor may use the covered Loading Dock area to prepare all electrical wiring or testing prior to installation. 4.� CONTRACTOR REQUIREMENTS: 4.1. The Contractor shall perform all work on-site at building 1947, located at 1 Gabreski Drive, Shaw AFB, South Carolina 29152. 4.2�� The Contractor shall furnish all labor, supervision, tools, equipment, and parts, unless otherwise stated, to perform the requirements contained in this work statement. 4.3. The Contractor shall perform the following UPS System Preventative Maintenance Checks (GOLD) Semi-Annual System Checks: 4.3.1 �Physical Inspections � Visual inspection of environment for signs of impact to proper UPS operation. 4.3.2 �Electrical Inspections � Verification of proper software versions and all adjustable parameters � Verification of proper cooling fan operation � Verification of proper display of system values � Review event/fault history menus 4.3.3 �System Operational Check � Verify UPS is supporting critical load and no alarms are present 4.3.4 �Follow Through � Document and advise customer of all findings � Review equipment operation and event/fault history with customer. � Make adjustments or take corrective action where possible � Develop a remedial action plan with customer to address major issues Annual System Checks Scope of Work 4.3.5� �Physical Inspections � Internal/external visual inspection of UPS cabinet for signs of dirt and other foreign material � Visual inspection of internal components for signs of deterioration and or damage � Visual inspection of internal wiring signs of looseness, deterioration and or damage � Visual inspection of environment for signs of impact to proper UPS operation 4.3.6� �Electrical Inspections � Verification of proper software versions and all adjustable parameters � Verification of proper control power supply values � Verification of proper converter/rectifier operation � Verification of proper inverter operation � Verification of proper cooling fan operation � Verification of proper static/internal maintenance bypass operation � Verification that system voltages and currents are within specifications � Verification of proper display of system values � Review event/fault history menus 4.3.7� �System Operational Check � Verification of proper inverter forward & reverse manual transfer operation � Verification of proper inverter forward & reverse automatic (fault) transfer operation � Verification of proper external maintenance bypass operation � Verification of proper emergency (back up) mode of operation (after battery check only) � Verification of proper operation of peripheral products � Verification of proper operation of emergency power off (EPO) test � Verify UPS is supporting critical load and no alarms are present 4.3.8 �Follow Through � Document and advise customer of all findings � Review equipment operation and event/fault history with customer. (VRLA) Battery System Preventative Maintenance Scope of WorkSystem Checks Performed Semi- Annually 4.3.9 �Visual Inspections � Inspect individual battery units for signs of electrolyte leakage, venting, overheating, � terminal integrity, terminal corrosion, bulging, and general cleanliness � Check battery room or area for proper temperature and ventilation 4.3.10� Cleaning � Battery cabinet interior / exterior free of dirt and debris � Battery units free of dust and debris 4.3.11� Data Recording / Measurements � Battery cabinet name plate information including date code � Ambient battery unit temperature at or near the highest physical location in the battery � string � DC float voltage for each individual battery unit � Measure and record each battery units internal ohm values � Temperature of the negative terminal on each battery unit � Measure for DC ground faults 4.3.12� �Battery Charger � Verify proper battery string float voltage and charging current per manufactures� � Specifications System Checks Performed Annually 4.3.12 * Measure and record all inter-cell and main terminal cable ohm values. Take apart �� and clean any connection that has an ohm value less than the manufacturer�s �� recommended value or has a value that decreased by more than 20 % below the �� baseline value. Any loose connections that are found will be torqued to the battery �� manufacturer�s recommended value. 4.3.13 * Requires DC breaker to be opened or UPS charger to be off (contingent upon customer approval) Remedial Action 4.3.14 Develop remedial action plan with customer to replace battery units where test values fall outside of the threshold. 4.4. The Contractor and all personnel working under this contract must have past experience in emergency response equipment installation as well as an advanced knowledge of working with electrical components. Contractor must be able to provide documentation of previous work performed upon request. 4.5. The Contractor shall be responsible for any malfunctions resulting from failure to follow manufacture instructions which results in violation of the manufacturer warranty regarding installation of all components. 4.6. The Contractor shall out-brief the Facility Manager on the status of the UPS on the day the maintenance is performed and send a written report within 10 working days. 4.7. Within 10 days after the contract award, the Contractor shall furnish to the Contracting Officer a personnel list containing the full name, address, date of birth, position classification, duty phone and date of employment for all employees working under this contract. The Contractor will update this list within one week after any personnel changes and submit the changes to the Contracting Officer and ARCENT Facility Manager. 4.8. The Contractor shall identify and provide a Project Manager and Alternate project Manager Designation letter to the Contracting Officer within 10 days after contract award. 4.9. The Contractor shall submit to the Contracting Officer a full report of any damages to Government property and/or equipment by the Contractor Employees. All damage reports shall be submitted within 24 hours after the occurrence. If any damages or loss of Government furnished property, to include but not limited to the UPS being worked on in accordance with this statement is caused by fault or neglect of the Contractor, the Contractor shall be responsible for the repair or replacement of the item(s), as directed by the Contracting Officer. Any such repair, replacement, or payment of cost under this paragraph shall be at the Contractor�s expense. 4.10. The Contractor may be required to re-prioritize workload based on Government mission requirements. These re-prioritizations will be identified in writing by the ARCENT Facility Manager. 4.11. In the event that the Contractor cannot complete an inspection as required, the Contractor shall submit a written report to the Contracting Officer as to the reason the work could not be completed. The Contractor shall return the UPS to the same operational capacity it was before the work began. 4.12. Occupational Safety and Health:� The Contractor shall comply with the Occupational Safety and Health Act (OSHA). The Contractor shall be responsible for ensuring adherence to all applicable installation, state of South Carolina, and federal rules and regulations. The Contractor shall maintain an accurate record of and shall report to the Contracting Officer at (803)751-6713, Installation Safety Office (803) 895-1985,�� and Security Police (803) 895-3669, by telephone or in writing within two hours of occurrence, all accidents resulting in death, traumatic injury, occupational disease, or damage to property, materials, supplies, and equipment incident to work performed under this contract. 4.13. Contractors and employees entering Shaw AFB will be required to provide a valid driver license, vehicle registration and proof of insurance at the Commercial or Main Entrance gate. 4.14. No weapons or ammunition are allowed on Shaw AFB. No hand held cell phones will be used while operating a vehicle on Shaw AFB, unless the phone is used with a Bluetooth or other type of ear piece. 5.� ANTITERRORISM/OPERATION SECURITY REVIEW: 5.1. AT Level I Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level 1 awareness training within 30 calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and sub-contractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. AT Level 1 awareness training is available at the following website: https://atlevel1.dtic.mil/at. 5.2. Access and General Protection /Security Policy and Procedures. Contractors and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policy and procedures (provided by government representatives). The Contractor will also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshall Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 5.2. AT Awareness Training for Contractor Personnel Traveling Overseas.� This standard language text required US based contractor employees and associated sub-contractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13. Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact. 6. CONTRACTING MANAGEMENT REPORTING (CMR): 6.1� The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract Task Management Tool and Customer relationship Management via a secure data site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/.� The required information includes: �� Contracting Office, Contracting officer�s Technical Representative (COTR) or also known as the Contracting Officer�s Representative (COR). Contract number. Including task and delivery order number. Beginning and ending dates covered by reporting period. Contractor�s names, address, phone number, e-mail address, identity of Contractor employee entering data. Estimated direct labor hours (including sub-contractors). Estimated direct labor dollars paid this reporting period (including sub-Contractors). Total payments (including sub-Contractors). Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and) separate predominant FSC for each Contractor in different). Estimated data collection cost. Organizational title associated with the Unit identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purpose of reporting this information). Locations where Contractors and sub-Contractor perform the work (specified by zip code in the United States and nearest city, country, when overseas location, using standardized nomenclature provided on website). Presence of deployment or contingency contract language. Number of Contractor and sub-Contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported not later than October 31 of each calendar year, beginning with 2014. Contractors may direct questions to the help desk at: http://www.ecmra.mil/. Contractors may use a direct extensible Markup Language (XML) data transfer to the database server or fill in the Fields on the website. The XML direct transfer is a format for transferring files from a Contractor�s systems to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. 7.� WARRANTY: 7.1. Contractor shall provide a three (3) year warranty for all new parts installed to include parts and labor. Warranty work request shall include the contractor�s travel to Shaw AFB. 8.� COMPLETION: The period of performance is one year with four option years from the date of the award of the contract.
