- AMENDMENT 1 - Questions and Answer Received See attached response document. ------------------------- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This solicitation shall result in multiple contract awards in accordance with Federal Acquisition Regulation (FAR) Subpart 16.506(f). Two (2) separate single-award contract actions shall be awarded under this solicitation. The two contracts shall correspond to the following regional requirements: East SWB Caregivers (IDIQ Contract #1): Del Rio Sector Laredo Sector Rio Grande Valley Sector West SWB Caregivers (IDIQ Contract #2): San Diego Sector El Centro Sector Yuma Sector Tucson Sector El Paso Sector Big Bend Sector Please review the requirements and terms and conditions carefully before submitting a proposal. Prospective Offerors may submit to only a single region or submit for both regions by the submittal of one proposal for each region. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.� The solicitation number is 20127643 (East SWB Caregivers) and 20128823 (West SWB Caregivers) and is issued as a Request for Proposal (RFP).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06.� This requirement is being solicited as an open-market total small business set-aside.� The associated NAICS code for this procurement is 624190 (Other Individual and Family Services) with a small business size standard of $12.0M. The U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP) requires the services of Caregivers for detainees classified as Unaccompanied minor Children (UAC) and Family Units (FMUA) minor children, at multiple locations within the southwest border (SWB) area of operations, as follows: The Government contemplates award of two (2) single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, one for each Region, with resultant Firm-Fixed-Price (FFP) Task Orders (TOs).� The Government is seeking to award contract(s) for an ordering period of 5-years after receipt of award. THE PROPOSAL SUBMITTAL TIME IS SIGNIFICANTY REDUCED. The deadline for receipt of offers for this requirement is: Monday, September 13, 2021 at 3:00PM Eastern Daylight Time (EDT).� Proposal submissions must be submitted by email only to both Contracting Officer Benjamin Dorgan at: benjamin.j.dorgan@cbp.dhs.gov� and courtesy copy (cc) Contracting Officer Frank S. Duarte at frank.s.duarte@cbp.dhs.gov� Subject line of the email(s) should read either: 20127643 East SWB Caregivers Services Proposal Submission: or 20128823 West SWB Caregivers Service Proposal Submission. If submitting to both requirements, email submissions must be separately sent, and each proposal submission shall be stand-alone with all requirements and instructions followed for each submission. There shall be no cross-reference to other submittals for required proposal documentation and all such cross-references shall not be considered. All pricing submitted must be valid for up to 30 calendar days after close of the solicitation. Questions shall be allowed up until 1500 EST Thursday, September 9, 2021. Questions must be submitted directly by email to the quotation submission points of contact as indicated above.� No phone calls please.� Questions not received by the question submission deadline may not be considered. Every attempt to answer questions immediately shall be made due to the short-term nature of this solicitation. THE FOLLOWING ITEMS SHALL BE SUBMITTED WITH EACH PROPOSAL: 1.� A completed copy of solicitation Attachment Two (Proposal Pricing Sheet) for each offer.� Offerors must provide their business name and DUNS number.� Pricing must be provided for all periods indicated.� Pricing may be submitted in an alternative separate document; however, pricing must match the structure of the proposal pricing sheet and alternative structures will be rejected. 2.� A typed summary that addresses the technical and management approach to meet the requirements listed in the Statement of Work for each region submitted.� Relevant past performance information should also be submitted including up to three (3) references for the same or similar work performed for Federal, State, and local government and private clients. Each offeror must provide any relevant NON-PRICING responses (e.g. technical quotation, representations and certifications, etc.) so that they are received no later than the closing date and time for this solicitation. An offeror must submit sufficient information for a technical evaluation to be made by the Government to determine if the offeror�s proposal meets the minimum requirements of the SOW.� The Contracting Officer is not responsible for acquiring any additional information.� If the information provided with the offer is not sufficient to make a technical acceptance decision, the offer may be determined technically unacceptable. Emailed submissions must be in separate attachments and clearly indicate what is being provided. The following criteria must be followed when submitting proposal attachments: No more than five (5) single-sided pages total for TECHNICAL AND MANAGEMENT APPROACH.� Submittals (e.g., staffing plan, transition management plan, as well as training and/or certification documentation) required by the SOW will not be counted toward the Technical and Management Approach volume page limitation. No more than three (3) single-sided pages total for PAST PERFORMANCE. � Due to restrictions on the size of email, ensure that all emails submitted are less than 5MB.� If the proposal exceeds 5MB, please separate the submission into multiple emails and include in the subject line the solicitation number and # of # emails. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Please see solicitation Attachment Three for all commercial item terms and conditions as well as the provisions and clauses that apply to this acquisition including but not limited to FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5. NOTE: Attachment 3, Section A.21 � Holidays and Administrative Leave (MAR 2003): Please note that June 19 is a Federal Government Holiday although not reflected in the clause language at this time (Juneteenth). Updates shall be provided to the clause as soon as possible, but this date shall be observed as a Holiday.
