- Amendment 0004�changes the following: 1.�� �The Bid Submittal Deadline has changed from 09/07/2021 - 1300 CST to 09/10/2021 - 1300 CST. 2.�� �Bid Opening has changed from 09/07/2021 - 1315 CST to 09/10/2021 - 1315 CST. This Invitation for Bid (IFB) is issued pursuant to FAR 14 by the United States Department of Agriculture (USDA), Forest Service (FS), on Behalf of the National Forests and Grasslands in Texas, Angelina Ranger District Office, Zavalla, Texas, 75980. Type of Contract: This Invitation for Bid (IFB),12445121B0002, �will result in award of a firm-fixed price contract.� Award will be made to the lowest priced responsive/responsible bidder.� Set Aside: The project is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB).� The associated NAICS of this acquisition is 237310 Highway, Street, and Bridge Construction. �PSC Code Z1LB - MAINTENANCE OF HIGHWAYS/ROADS/STREETS/ BRIDGES/RAILWAYS. Magnitude: In accordance with FAR 36.204, the magnitude of this project is: magnitude of this project is: (f) Between $1,000,000 and $5,000,000. Scope of Work: Boykin Springs Parking Lot and Roadway Repairs. This project will involve the repair of badly aging asphalt pavement along Forest Service Road 313 beginning at the intersection of State Highway 63 and ending at the parking lot for the recreational area. The first 1.7 miles of Forest Service Road 313 will have spot repairs on potholes and badly worn areas. The next mile of roadway will be repaired by milling and overlaying the existing pavement. There will be three culvert replacements included in the roadway repairs. The parking lot for the recreational area will be completely removed and replaced, this will involve removing the existing asphalt pavement and concrete curb and gutter and reconstructing as per plans. This project will also involve the removal and disposal of two cattle guards and matching the existing roadway where they were removed. The Contractor shall reference the Schedule of Items, Specifications and Drawings for a complete description of work items. Work includes, but is not limited to, the following major work items: 1. Mobilization. 2. Construction Survey and Staking. 3. Contractor testing. 4. Silt Fence. 5. Ditch reconditioning. 6. Roadside Clearing. 7. Removal of existing cattle guard. 8. Removal of existing culvert. 9. Installation of 24-inch HDPE corrugated culvert. 10. Installation of 36-inch HDPE corrugated culvert. 11. Removal of Individual Trees, Disposal of Tops and Limbs, Logs and Stumps. 12. Removal of Existing Asphalt Surface, Disposal Offsite. 13. Removal of Existing Concrete Curb and Gutter, Disposal Offsite. 14. Spot Premix Patching, Paved Roads. 15. Asphalt pavement milling, 8 inch depth. 16. Emulsified Asphalt Treated Aggregate Base. 17. Hot Mix Asphaltic Concrete (HMAC) Pavement, 2"" thick, Type C. 18. Prime coat, Grade MC 30. 19. Asphalt Tack Coat, Grade RC 250. 20. Emulsified Asphalt, Grade RC 250. 21. Subgrade Treatment, Lime. 22. Aggregate base. 23. Placed Rip Rap, Class ""B"". 24. 8-inch Stabilized Base for Asphalt Pavement. 25. Portland cement concrete curb and gutter, type 1, 12 inch depth. 26. Concrete sidewalk. 27. Furnish and Install Reserved Parking Sign. 28. Traffic Markings, Single Non-Reflectorized Solid, Color yellow, blue or white. 29. Traffic markings, Non-Reflectorized, Symbols and Letters, Color-Blue, And Letter, Color-Blue.
