Description
This is a market survey to locate sources of supply (manufacturer or distributors) with capability to supply the following: NSN 5965-01-453-2684, Part Number A3206612-3 (Cage Code: 80063) PICVC Headset, Large, H-374 with capability of delivering up to 377 units per month, NSN 5965-01-453-2687, Part Number A3206612-2 (Cage Code: 80063) PICVC Headset, Medium, H-374 with capability of delivering up to 191 units per month, and NSN 5965-01-696-0994, Part Number 774396-1100 (Cage Code: 32108) BOSE T5 Headset with capability of delivering up to 412 units per month. These headsets are the Product Improved Combat Vehicle Crewman headset in large and medium sizes as well as the Bose T5 headset, the functional replacement for the Improved Tactical Headset version 3. These headsets are main communication source for the AN/VIC-3 vehicle intercom system and are required to be used active combat zones with a tactile use case. First Article Test (FAT) will not be required.� Technical Data Package (TDP) for manufacture and acceptance of this item is available from the Government for two of the requested headsets.� The completed TDPs available, which include top level drawings, the associated parts list, component level drawings, test requirements for manufacture and acceptance of this item will be released along with the solicitation.� The top level drawing and parts list of this item can be released prior to the release of the solicitation upon request for two of the headsets but is unable for the Bose T5 (774396-1100).�� The TDP for this item is subject to the International Traffic in Arms Regulations (ITAR).� This information shall not be provided to non-U.S. persons or transferred by any means to any location outside the United States Department of State.� Interested source wishing to request for the top level drawing and parts list of this item must demonstrate that your company has an active status in the Defense Logistics Agency Joint Certification Program (JCP) when submitting request to the Government Point of Contract.� Please see instructions at the bottom of the page on how to receive the TDP. Interested sources that are capable of furnishing this item must send a response outlining a viable approach and describing their ability of meeting the Government requirements.� Respondents to this notice must provide enough information to demonstrate their capabilities provide this item.� Responses shall be submitting in writing through email to U.S. ARMY CECOM, ATTN: FCDD-ISP-TR, Jess Altman at jess.c.altman.civ@army.mil, Rodolfo Galindo at rodolfo.galindo6.civ@army.mil, and to the Land and Maritime local DLA Competition Advocate at dla.apgmr@dla.mil.� Responses to this notice should be submitted no later than close of business September 23, 2021. For more information, contact Jess Altman Responses can apply to any or all of the items.� Additionally, you may provide additional information to support your technical capabilities of manufacturing or supplying the components with similar complexity and functionality of the item specified above.� If you are interested in assisting us with market research information for this item, please answer the below market survey questionnaire.� We also appreciate any additional comments that will help us identifying potential manufactures or suppliers. The information received from this market survey will be evaluated by the Government for the purpose of planning to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.� The Government will also use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. The Government will not reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal and is not to be construed as a commitment by the Government, but will be considered an exchange of capabilities and ideas. TDP RECEIPT INSTRUCTIONS: INTERNATIONAL TRAFFIC IN ARMS REGULATIONS: The TDP for this acquisition is subject to the International Traffic in Arms Regulations (ITAR). All technical documents for this item includes but is not limited to, test plans, test reports, drawings and specifications contains information that is subject to the controls defined in the International Traffic in Arms Regulation (ITAR). This information shall not be provided to non- U.S. persons or transferred by any means to any location outside the United States Department of State. A company wishing to receive the TDP must have an active status in the Defense Logistics Agency Joint Certification Program (JCP), and must complete the attached NDA. Please email Paul.M.Yokemick@dla.mil with the completed and signed NDA, along with a copy of your company�s CAGE verification in SAM (System for Award Management). Once the Government has received your NDA, and your company CAGE has been verified to have active status in JCP, we will upload the TDP to DoD SAFE https://safe.apps.mil/. You will then receive an email from DoD SAFE site with a link to the package ID and a password. The TDP may contain drawings in a C4 format. Software to view C4 drawings is available for download through http://www.landandmartitime.dla.mil/Viewers.asp.
