Description
The Mission and Installation Contracting Command (MICC) located in Ft. Carson, Colorado intends to make a sole source award to COCKLESHELL CORPORATION (DUNS: 797878506) for tailored Maritime Skills Training instruction to support Jedburgh Company, 4/10 SFG(A) maritime capability requirements in support of operational deployments and USG. This will be awarded as firm-fixed price (FFP) contract with a Period of Performance (POP) of 9/29/2021 - 10/11/2021.This award will be in made in accordance with FAR 6.302-1 One and Only Responsible Source. � The contractor, COCKLESHELL CORPORATION, is the only organization uniquely qualified to provide the required service to The US Army Special Operations Water Infiltration Course (WIC) to ensure the troop pre-deployment glide path is maintained. Additionally, COCKLESHELL CORPORATION is the only company that facilitates the specific training for Jedburgh Company, 4/10 SFG(A) which must satisfy emergent Maritime capability requirements in support of operational deployments and USG National Defense Strategy. The maritime troop must develop, maintain, and promote Maritime Subject Matter Experts (SMEs) to ensure satisfaction of annual training guidance and METL requirements. The Maritime Troop must possess a broad nonstandard maritime capability to enable low visibility ingress/ egress, operational understanding of various maritime vessels (Mothership, sail, single/ dual engine motorized boats, and non-motorized craft), maritime logistics with integrated air asset support, port/ harbor operations, and technical/ non-technical open water and littoral waterway navigation in day and night environments. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 01:00 PM Mountain Standard Time (MDT) by Monday, September 13, 2021, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses should be received by the deadline stated above. All vendors are hereby notified that if your response is not received by the date and time specified in this notice, it will not be considered.
