Description
The Mission and Installation Contracting Command (MICC) located in Ft. Carson, Colorado intends to make a sole source award to UNICOM GOVERNMENT, INC. (DUNS: 107939357) for tailored VTC capabilities that are currently installed by UNICOM GOVERNMENT, INC. and operated by 4SB HQ's VTC system. This will be awarded as firm-fixed price (FFP) contract with a Period of Performance (POP) of Base Year: 28 Sep 21 to 30 Dec 21. This award will be in made in accordance with FAR 6.302-1 One and Only Responsible Source. � The contractor, UNICOM GOVERNMENT, INC., is the only organization uniquely qualified to ensure the hyper modularity of a Sustainment Brigade and multiple units on PTDO. The 4SB has to have several units at geographically dispersed locations throughout the world at any time. These systems will enable 4SB to coordinate, plan, and synchronize with deployed subordinate units such as, 4ID HQs, COCOMs and TSCs. The 4SB HQ CMD currently utilizes a variety of older UNICOM GOVERNMENT, INC installed CISCO VTCs. This contract will upgrade the current 4SB VTC systems, and ensures the 4SB CMD Suite and Division Sustainment Operations Center (DSOC) have their own dedicated VTC capabilities. An award as a sole source is the preferred COA because it updates the current 4SB HQ's VTC system and gives redundancy in case of any failures and provides capabilities to the subordinate battalions. Purchase of the standalone systems allows the BOE CDR and the Division Sustainment Operation Center to operate seamlessly during a deployment or when activated for DSCA operations while interacting with Division Headquarters and the other Commands such as NORTHCOM. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 01:00 PM Mountain Standard Time (MDT) by Monday, September 13, 2021, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses should be received by the deadline stated above. All vendors are hereby notified that if your response is not received by the date and time specified in this notice, it will not be considered.
