Description
THIS IS NOT A REQUEST FOR PROPOSAL. This announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, MA. ALFMC/HBAK intends to issue a sole-source contract to Adacel Systems, Inc. for the purchase of a desktop Air Traffic Control (ATC) simulator utilizing Simplified Acquisition Procedures under FAR 13.106-1(b)(1), as FAR Part 6 does not apply (see FAR 6.001(a)). A redacted Justification and Approval will be published with the NOCA. The Airfield Operations Accelerator (AO-X), Hanscom AFB, has a requirement for an ATC simulator for use in the AO-X testbed environment. This simulator must meet the following requirements: ��Small footprint� using desktop computer and monitors (not a full Tower Simulation System with �wall-to-wall� visual display) 180-degree simulated view Speech recognition Ability to display radar and weather data Ability to train both local and ground control positions Include Air Force-specific training scenarios Compatibility with current Air Force tower training systems A previous Request for Information for this effort, no. FA8730-21-C-0065, was published on SAM.gov on 5 August 2021. The Government has procured ATC simulators from Adacel Systems, Inc. previously; the requirement for the AO-X simulator to be 100% compatible with existing USG Adacel simulators drives the need for a sole-source award to Adacel Systems, Inc. for this effort. The Government requests that any feedback, comments, or questions be received by no later than 17 September 2021. Please submit all feedback regarding this NOCA via email to the Points of Contact listed on this notice. No telephone responses will be accepted. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted.
