The Government has responded to Phase One questions/requests for information in the ""Bidder Inquiry Module"" in ProjNet, which can be accessed at https//www.projnet.org/projnet/ .� See solicitation for Bidder Inquiry Key.� As a reminder, the specifications are Draft - Preliminary Information Only - Final to be issued in Phase 2.� *********************************************************** Attached is the Pre-proposal conference attendess list and Pre-proposal conference slide presentation held on 18 August 2021. ************************************************************ The U.S. Army Corps of Engineers, Japan District (POJ) is providing a SOLICITATION notice pursuant to FAR 36.213-3.� PROJECT INFORMATION Project Title: �FY2018 P1702 Whole House Revitalization North Side Townhouses, Phase 3, MCAS (Marine Corps Air Station) Iwakuni, Japan Project Location:�MCAS Iwakuni, Japan Project FSC: Y1FA � Construction of Family Housing Facilities Project NAICS:�236118 � Residential Remodelers Project Magnitude: Between �500,000,000 and �1,000,000,000 ($5,000,000 and $10,000,000) (FAR 36.204) Project Description: Design Build. This project revitalizes (4) family housing buildings with (6) residential units each, for a total of (24) officer family housing units located in the North Side Housing Area at MCAS Iwakuni, Japan. Buildings were constructed in 1997. �The Architectural requirements of this project are as follows:� Replace the roof of each building. Repaint the exterior. Replace window and door screens. Repair and repaint all interior doors and associated hardware, including closet doors and shelving. Repaint interior repaired or replace walls and ceilings. Replace wall tile and other surface materials. Remove and replace flooring materials, and repair concrete sub-surface, in all areas of the buildings. Replace kitchen cabinets and range hoods. Replace bathroom cabinets, vanities and sinks.� The Mechanical requirements of this facility are as follows: Replace roof top scuppers and drains. Replace exhaust and ventilation systems in the kitchen and bathroom areas. Replace existing toilet fixtures, bathtubs, showers, lavatories and kitchen sinks. Replace all sewage and domestic drain piping, cold and hot water piping, heating and cooling piping, sewage and domestic vent piping.� The Electrical requirements of this facility are as follows: Replace existing electrical outlets and wiring to meet equipment needs. Replace kitchen and bathroom outlets to meet code including Ground Fault protection. Upgrade circuit breakers to meet building service needs. Increase electrical outlet coverage to meet code.� Replace light fixtures with energy efficient fixtures. Replace and add TV, telephone and internet access receptacles and wiring to provide adequate service or capacity to all the required areas of the facility. SOLICITATION INFORMATION: Procurement Method: The Government is�issuing�a Request for Proposal (RFP) Solicitation utilizing the Two Phase Design-Build Selection Procedures, outlined in FAR Subpart 36.3 and the Tradeoff Process, outlined in FAR 15.101-1. � The Government intends to award a firm-fixed-price construction contract as a result of the RFP.� �� ****************************************************************************** SYSTEM FOR AWARD MANAGEMENT (SAM).��All interested companies shall be actively registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. �Information on registration and annual confirmation requirements may be found at�http://www.sam.gov.� OFFEROR ELIGIBILITY.� Only local sources will be considered under this solicitation.� Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specific in this solicitation.� Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and�must fully comply with all applicable laws, decrees, labor standards, and regulations of Japan during the performance of the resulting�contracts.���In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do�construction work in Japan and possess necessary construction licenses and permits to perform work required under this�solicitation.� The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States; nor will the U.S. Government certify employees of such contractors as �Members of the Civilian Component� under Article I(b) of the SOFA.� CONTRACTOR APPLICATIONS.� Firms which have not submitted Contractor Applications to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website:��https://www.poj.usace.army.mil/Business-With-Us/�to download the Contractor Application.� Such firms shall be required to complete the aforementioned application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.��This documentation must be submitted before, or No Later Than the time of bid/proposal submission to allow POJ to verify your company as a �Local Source.��Interested Joint Venture (JV) partners who have individually submitted a Contractor Application previously are not required to submit a single, JV Contractor Application. PRE-PROPOSAL CONFERENCE (PHASE 1) -�A telephonic pre-proposal conference for PHASE 1 has been scheduled for:� Wednesday, 18 August 2021 at 10:00 AM, Japan Standard Time (JST) Companies that wish to attend shall send an email notification by Monday, 16 August 2021, JST to the POCs identified below with the company name, participant name(s) and POC email address.� Upon receipt of the notification, a call-in number will be sent to the company POC no later than 17 August 2021, JST.� Point of Contacts: Contract Specialist: Norman.Roldan.civ@usace.army.mil Contracting Officer: Jennifer.H.Knutson.civ@usace.army.mil Phase 1 Preproposal Conference will be limited to Phase 1 solicitation requirements and general Design-Build process information.� Offerors are strongly urged to attend the pre-proposal conference.� The purpose of this conference is to promote uniform interpretation of the solicitation documents and can include discussions of any problems with interpretations of the solicitation documents identified by potential offerors.� In no event will a failure to attend the pre-proposal conference constitute grounds for a claim after award of the contract.� If there is any conflict between the information presented at the conference, the terms and conditions of the solicitation govern.
