- PRE-SOLICITATION NOTICE SOLICITATION NUMBER: N40085-21-R-0162 This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this synopsis is to make notice of a proposed contract action for a Design-Bid-Build (DBB) P1394 Phase B Boat and Vehicle Maintenance and Storage Facility at Marine Corps Base Camp Lejeune, North Carolina PROJECT DESCRIPTION: This project constructs a Boat Maintenance and Storage Facility and a Large Vehicle Maintenance Storage Building. The Boat Maintenance and Storage Facility will consist of a single-story, 18,000 total gross square foot, boat and engine repair and storage building. The building will consist of a pre-engineered metal building (PEMB) with reinforced CMU infill exterior walls. The building will include spaces for rubber repair, engine repair, parts storage, life safety storage, boat storage, SIPR Net Caf�, men�s and women�s restroom facilities with locker rooms and showers, and spaces as needed for all necessary mechanical, electrical, telecom, and data equipment systems. The Large Vehicle Maintenance Storage Building will consist of a single-story, 20,000 total gross square foot bulk storage facility. The building will consist of a pre-engineered metal building (PEMB) with reinforced CMU infill exterior walls. The building is organized around five single bay, caged storage areas and one multi-bay, caged storage area, each of which is served by a dedicated shipping/ receiving office. Within these storage areas, 12�x12� and 12�x20� interior caged storage spaces will be provided in accordance with the building program, and space for all necessary restroom, mechanical, electrical, and telecom systems are provided within the building enclosure. A separate, covered canopy structure is provided for weather protection charging of (3) fork lift vehicles, required for the operation of this facility. Built-in equipment includes vehicle lifts, compressors, and casework. Special construction features include soil surcharge loads, wetlands mitigation, and storm water best management practices. Electrical systems include primary power distribution, lighting, energy monitoring/control systems, intrusion detection system, telephone/data switch/server rooms,� electrical switch gear, transformers, circuits, and fire alarms. Mechanical systems include plumbing, fire protection, compressed air, dehumidification, air conditioning systems, and digital controls. Information systems include telephone, data, local area network, mass notification and intercom. Site work will include building utility systems, traffic control, parking, domestic water, fire protection water, sanitary sewer, sewage conveyance, propane gas networks, perimeter security fencing, gates, storm water management, fiber/copper communications, cable television, and area lighting. This solicitation is being advertised as an unrestricted full and open competition. This is a source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value lowest price technically acceptable source selection continuum at FAR 15.101-The basis for evaluation and evaluation factors for award will be included in the solicitation. Large business concerns are required to submit a subcontracting plan prior to award of the contract. In accordance with FAR 36.204, the magnitude of construction for this project is between $10,000,000 and $25,000,000. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 � Commercial and Institutional Building Construction, and the Small Business Size Standard is $36,500,000. A Sources Sought Notice was issued on 19 March 2021 to determine the capability of small businesses to perform the requirement. This notice yielded four (4) responses. Based upon analysis of the data considered, and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is a no reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. NAVFAC Mid-Atlantic�s Office of Small Business Programs concurs with this decision.� The drawings and specifications for this project will be posted with the solicitation and are not available at this time. The Request for Proposal (RFP) will be issued on or about 07 October 2021. All documents will be in Adobe PDF file format and downloadable from the Beta SAM website.
