- 9/9/21 - The purpose of this update is to release solicitation N0002421R5208-0002�(Amendment 2) to extend the proposal submission date and update the deadline for receipt of questions (Section L, 1.4). 8/24/21 - The purpose of this update is to release solicitation N0002421R5208-0001 (Amendment 1) and post updated Bidders' Q&As submitted prior to RFP release. SOLICITATION:� The purpose of this update is to release the official solicitation N0002421R5208 for Cooperative Engagement Capability (CEC) System Production, CEC Signal Data Processor (SDP) Production, and Repair requirements (hereinafter CEC System Production and Repair). Offerors are notified that the Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare Systems (PEO IWS) 6.0 is hereby issuing a competitive solicitation.� The requirements are for the United States Navy, United States Marine Corp, and Foreign Military Sales customers, for the manufacture, assembly, test, integration, and repair of USG-xB hardware suites and the SDP as well as the production of spares, Installation and Check-Out (INCO) kits, and ancillary equipment, and provision of associated engineering services. The CEC program provides a sensor network with Integrated Fire Control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. The CEC sensor netting system improves the Naval Carrier Strike Group (CSG) and Expeditionary Strike Group (ESG) area air defense capabilities by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC Cooperating Units. CEC fuses the distributed data into a single fire control quality air track picture that significantly improves unit track precision, consistency and continuity; expands detection range; and improves reaction time. CEC also improves strike force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. Information regarding this requirement was previously posted under pre-solicitation notice �Cooperative Engagement Capability (CEC) System Production and Repair.� �Please refer to this solicitation, �Cooperative Engagement Capability (CEC) System Production and Repair,� with solicitation number N0002421R5208 for the most current documents and information. Government Furnished Information (GFI) is provided via the Bidder�s Library.� All potential offerors seeking access to the Bidder�s Library in order to obtain the GFI must follow the instructions outlined in Section L.� All questions should be received within twenty one (21) calendar days after the date the original solicitation was issued to allow the Government adequate time to prepare and issue responses to all offerors prior to the proposal due date.� Unclassified questions and comments should be electronically submitted using the format provided in Attachment J-11 to Janel Duval�(janel.m.duval.civ@us.navy) and Camille Onate (camille.t.onate.civ@us.navy.mil).� Any questions or comments that are submitted may be publically released.� All questions shall be submitted in accordance with the instructions found in Section L of the solicitation.
