Attendees shall be prepared to present a government-issued picture identification such as a state driver�s license to access the facility and attend the tour. Award Based on Tradeoff in 2 Steps: Bid Packages submitted in response to this Unison/Marketplace Buy will be evaluated in two steps: Step 1. Offers will be determined technically acceptable. To be technically acceptable the seller�s bid package shall readily demonstrate an ability to meet or exceed the attached Specifications; and Step 2. Bid Packages that pass Step 1 will be further evaluated for Best Value to the Government based upon the following non-price or non-cost factors, which are of descending order of value/importance: Factor (A) Technical Performance of the offered System; Factor (B) Installation Plan; and Factor (C) Past Performance. Each non-price factor requires support documentation. In determining which bid package offers the greatest value or advantage to the Government, overall non-price merit will be considered more important than price or cost.
