Description
COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is for the selected contractor to provide a Fourier Transform Infrared Spectrometer System to USDA-ARS Riverside, Ca (A) The solicitation number is 1045665 and is issued as a Request for Quotation (RFQ). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-06 (C) This solicitation is issued as a Small Business Set Aside. The associated NAICS code is 334516 the small business size standard is 1000. (D) List CLINS, item descriptions, quantities, and units of measure: FTIR Instrument Sampling Modules Spectroscopy Software Computer System On-Site Installation and Training (E) Description/Statement of Work/Specification: FTIR Instrument FTIR spectrometer for routine and advanced IR-analysis Purgeable optics compartment Spectral range: 8,000 to340cm-1 (standard KBr optics), with 28000 to 80 cm-1 accessible with optional optics Spectral resolution: better than 0.4cm-1 High throughput interferometer with permanent alignment Diode laser: high wavenumber accuracy and precision IR-Source: continuously optimized light flux DLaTGS Detector, temperature-controlled, high stability against external temperature changes Internal validation unit (IVU) with reference standards for automated instrument tests of every setup and every measurement mode Automated instrument tests for operational and performance qualification (OQ; PQ) Continuous monitoring of all spectrometer components, performance, and humidity. (I) Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. �An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements. (J) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (K) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is incorporated and applies to this acquisition. (L) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices: N/A. (M) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation. (N) Date, time and place offers are due.
