- Little Rock AFB is looking for the�""Dare to Lead"" Leadership Course for 1 December 2021 - 3 December 2021 for 42 members.� Please see attached SF1449 for specifics as well as the attached Statement of Work. Contractor shall provide participants enhanced leadership soft skills modeled on Dr. Bren� Brown�s Dare to Lead� principles. As part of this new curriculum, attendees will participate in numerous exercises to include building a stronger commitment to the profession of arms, developing future relationships and trust, increasing self-awareness, and preparing for the responsibility of leadership. This requirement will be subject to FAR 52.232-18 Availability of Funds. Award will be made subject to availability of funds, performance will not begin until�funds are recieved.� 52.212-1 Instructions to Offerors - Commercial Items Addendum In order to be determined responsive, all quotes must be completed on the SF 1449, respond directly to the requirements of this solicitation, and sent to the identified POC's and 19CONS.TEAM3.ORG@us.af.mil. If your quote is determined to be non responsive, it will not be further considered for award. A complete quote consists of the following: a) Complete the unit price and extended price (under ""Supplies or Services and Prices/Cost""), complete blocks 12 and 17a, and complete/sign blocks 30a, 30b, and 30c. b) Review ENTIRE solicitation and fill in all required provisions and clauses. c) All vendors must have an active registration in SAM at time of quote submission. If the annual certification has been completed in the System for Award Management (SAM), FAR 52.212-3 does not need to completed. d) All vendors must submit a certification as proof that all instructors are certified trainers for the trademarked Dare to Lead course developed by Brene Brown. e) Past performance within the last 5 years must be submitted to represent that the vendor has taught the curriculum to the United States Air Force organizations to include Points of Contact for reference. f) Provide a plan of how the the respective vendors intend to meet the tailored program specifically for the United States Air Force and how they intend to provide suggestions/tips for how attendees can do ""Daring Teams"" roll-out in their military units. g) Provide an inventory list of all material that will be supplied to accompany the program that will meet the requirements provided in the Statement of Work h) Provide intent on how they will accommodate for 42 participants. i) Provide confirmation to lock in the the class dates of 1 December 2021 - 3 December 2021 Questions: All questions are due to the identified POC's by 8 September 2021 at 10:00 AM CST 52.212-2 Evaluation-Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will based on the lowest price technically acceptable. Technical acceptability will be determined as acceptable or not acceptable. To be technically acceptable, the quote shall consist of the following: - At least 3 facilitators with practical experience in the US military and a proven track record of teaching the material to USAF audiences who can apply real life stories of the material in use. Each facilitator must be certified to teach the course. - Vendor needs to clearly identify that they have taught the ""Dare to Lead"" program to the United States Air Force in the past (not that they are capable). - Training material must be tailored to the Air Force audience with relevant context and discussion. - In addition to the ""Dare to Lead"" workbook, handouts and materials with practical tips for attendees to use as they apply the materials must be provided. Such material will include: follow-up discussion questions, amplifying concepts/links for further learning, note cards for how to do/not do the daring leadership qualities, the Engaged Feedback Checklist, Rumble Language, and a handout on conscious competence and learning are just a few examples. - Trainers must provide suggestions/tips for how attendees can do ""Daring Teams"" roll-out in their military units. - Course will accommodate 42 participants and not exceed a 14:1, student to instructor ratio - Course must be available for 1 December 2021 - 3 December 2021 Top vendors may be interviewed by 19AW/CC to further elaborate on their experience teaching the United States Air Force and to discuss the course materials requested. The interview will be conducted only to assist the technical acceptability AMENDMENT 1 The purpose of this amendment is to: 1. Change the set aside from a Women Owned Small Business Set Aside to a Total Small Business Set Aside. 2. Provide Attachment 3 for questions and answers.
