- Description
- 1. Purpose This is a pre-solicitation (PSIR) notice for the FAA�s VoICE over IP Communication Enterprise (VoICE) Phase 1 Air-to-Ground (A/G) Protocol Converter (APC) System procurement. See attachments and links for complete notice. This notice serves the following purposes: Provides and solicits comments for the draft APCS Section B, Supplies or services and prices/costs (including labor categories (LCATs); Section F, Deliveries or Performance; Section H, Special contract requirements; Section L, Instructions, conditions, and notices to offerors; Section M, Evaluation factors for award; and J Attachments (together, these draft documents are referred to herein as PSIR Part B); Announces APCS PSIR Part B Industry Day; Solicits industry feedback regarding potential improprieties in the SIR that are apparent prior to issuance of the final SIR; and, Solicits industry feedback regarding potential approaches to incentivizing Contractor performance under the APCS Contract. Industry input on PSIR Part B draft documents will assist the FAA in formalizing its acquisition strategy, SIR and contract terms and conditions for the APCS acquisition and solidify the source selection process. In addition, the FAA seeks to address potential improprieties in the SIR that are apparent prior to issuance of the final SIR. The FAA intends to, and requests industry�s assistance in, reducing the potential for pre-award protests that are based on improprieties in the SIR (ref. FAA clause 3.9.1-3 Protest). The FAA would prefer to acquire commercial items via competition. To the extent that commercial items will not meet its needs, the FAA will consider competing for non-developmental items. Throughout this pre-solicitation dialogue with industry, the FAA is particularly interested in what particular requirements are not currently met by commercial items or, separately, may require development. The FAA will use information obtained to consider adjusting its overall requirements for the final SIR. Please note: This announcement does not address Buy American Act requirements. Due to industry�s interest in the FAA�s approach to address the Buy American Act requirement, the FAA intends to release a separate, stand-alone market research announcement that will specifically address the Buy American Act and request industry input. The market research announcement is forthcoming. 2. Disclaimer This is not a screening information request (SIR) or request for proposal. The FAA is not seeking or accepting unsolicited proposals. The FAA is seeking interested sources that are capable of fulfilling the FAA�s requirements. In accordance with A.M.S. Policy 3.2.1.2.1, this pre-solicitation notice is to solicit statements of interest and capabilities from interested business concerns and provide other acquisition information. This pre-solicitation notice also seeks to identify potential contractors for this work, including groups of business teams. Participation in this pre-solicitation notice is voluntary and respondents may choose to respond to all or some of the requests. Submissions in response to this pre-solicitation notice announcement must be relevant to the subject of the pre-solicitation notice. All costs associated with the preparation or submission of responses is the responsibility of the potential source. The U.S. Government will not pay for an information received or costs incurred in preparing the response to the market survey. Any cost associated with the market survey submission, therefore, is solely at the interested contractor�s expense.
