Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FA301621U0255 is issued as a Request for Quotation (RFQ). This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06 and DFARS Change Notice 7/9/2021. This RFQ is NOT to be construed as a commitment by the United States Air Force.� The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement.� Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date.� In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote. This acquisition is a 100% Small Business Set-Aside under NAICS Code 339113 with a size standard of 750 employees. The Defense Priorities and Allocations System (DPAS) rating program does not apply. The following Provisions and Clauses are applicable to this requirement: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with the quote, see Attachment 2 for the full text of the clause. Quotes are due to the Contracting Office no later than 15 September 2021 at 4:00 PM CT. Submit electronic quotes via email to tyler.troge.2@us.af.mil with a copy to rachel.demone@us.af.mil.� Quotes are to remain valid for a period of not less than 60 days.� Quotes received after the due date and time may be considered ""late"" and ineligible for award consideration. Description of Requirement: The requirement is for the purchase of seventy five (75) irregular sized concealable body armor and twenty five (25) female-sized concealable body armor, with fitting service provided IAW the attached Statement of Objectives (SOO). Under FOB Destination, price of shipping shall be included in item prices. Desired delivery is 30 Days ARO. Delivery address: 2404 N. New Braunfels Ave, Bldg 2267, Fort Sam Houston, TX 78234. Schedule of Supplies and Services Line Items: 0001 Concealable Body Armor � Irregular Sizes 75 Ea���� Unit $______��� Total $_______ 0002 Concealable Body Armor � Female Sizes 25 Ea���� Unit $______��� Total $_______ 0003 Fitting Service 1 Ea������� Unit $______��� Total $_______ 52.212-1- Instructions to Offerors � Commercial Items is incorporated by reference.� The following addenda applies to the provision: (b) Submission of offers: i.� Offers shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements of the solicitation.� Details of the product offered must meet the below salient characteristics and requirements detailed in the attached Statement of Objectives (SOO).� Failure to provide the requested information meeting the below characteristics may render the quote as unacceptable:� SALIENT CHARACTERISTICS (to include all requirements addressed in the attached Statement of Objectives): NIJ BODY ARMOR CLASSIFICATION Type IIIA armor that is new and unworn shall be tested with .357 SIG FMJ Flat Nose (FN) bullets with a specified mass of 8.1 g (125 gr) and a velocity of 448 m/s � 9.1 m/s (1470 ft/s � 30 ft/s) and with .44 Magnum Semi Jacketed Hollow Point (SJHP) bullets with a specified mass of 15.6 g (240 gr) and a velocity of 436 m/s � 9.1 m/s (1430 ft/s � 30 ft/s). Type IIIA armor that has been conditioned shall be tested with .357 SIG FMJ FN bullets with a specified mass of 8.1 g (125 gr) and a velocity of 430 m/s � 9.1 m/s (1410 ft/s � 30 ft/s) and with .44 Magnum SJHP bullets with a specified mass of 15.6 g (240 gr) and a velocity of 408 m/s � 9.1 m/s (1340 ft/s � 30 ft/s). Armor Carrier: A component of the armor sample or armor panel whose primary purpose is to retain the ballistic panel and provide a means of supporting and securing the armor garment to the user. Generally, the carrier is not ballistic resistant. (Black in color) Armor Conditioning: Environmental and mechanical conditioning of armor prior to ballistic testing, which consists of exposure to specified conditions of temperature, humidity, and mechanical damage. 3.6 Armor Panel or Panel: The portion of an armor sample that consists of an external ballistic cover and its internal ballistic panel. The word �panel,� if not preceded by the word �ballistic,� refers to an armor panel in this standard. (c) Period for Acceptance of Offers.� The paragraph is tailored as follows:� �The offeror agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes.� (d) Product Samples is deleted in its entirety (e) Multiple Offers is deleted in its entirety (g) Contract award is deleted in its entirety (h) Multiple Awards is deleted in its entirety 52.212-2 - Evaluation-Commercial Items is incorporated by reference. The following addenda applies to the provision: (a) A purchase order will be issued to the responsible quoter whose quote conforming to the solicitation is the most advantageous to the Government and determined to be the Best Value. The following shall be used to evaluate quotes in descending order of importance: Factor 1: Technical Capability. Technical capability of the item(s) offered to meet the Government requirement shall meet all of the requirements listed in Attachment 1 Statement of Objectives and FAR 52.212-1 addenda. The Technical Capability factor will be rated as �Technically Acceptable� or �Technically Unacceptable�.� �Technically Acceptable� is defined as the item offered to the Government that meets all the requirements of the solicitation. �Technically Unacceptable� is defined as the item offered to the Government that does not meet all the requirements of the solicitation. Factor 2: Price. Price will be evaluated in order to determine if it is reasonable in accordance with FAR Parts 13.106-3 and 15.4. AWARD PROCESS: The Government will first evaluate all quotations to ensure the quotation complies with all material aspects of the request for quotation thereby being determined as either �Responsive� or �Non-Responsive.� Responsive quotes will then be submitted for Technical Capability Evaluation to determine those that are either �Technically Acceptable� or �Technically Unacceptable.� Price will be considered only for �Technically Acceptable� offers, but is not as important as technical capability.
