Description
Synopsis: Please note that this is NOT a request for quotes or proposals. This is a request for information as part of our market research for planning purposes only. The Government intends to procure a single award Firm-Fixed Price (FFP) contract for Engineering Evaluation of Boilers, Deaerator, and Condensate Tank reliability/Life Expectancy at Northport VA Medical Center located at 79 Middleville Rd, Northport, NY 11768. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business). Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, proof of applicable certification. DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM). Responses to this notice must be submitted in writing to Delfo.Saco-mizhquiri@va.gov and received not later than September 24, 2021, 4:00pm EST. No telephone inquiries will be accepted. SCOPE OF WORK: The VHA Directive 1810 (1), BOILER AND BOILER PLANT OPERATIONS, assigns useful life expectancy , in years, to the boilers and plant equipment. The Directive requires that retention of certain equipment beyond the useful life expectancy must be based on an engineering evaluation of the reliability, efficiency and cost effectiveness of continued operation. The contractor shall supply all labor, material and equipment to inspect and test the boilers and ancillary equipment at the Northport, VAMC. The work shall be documented in a full report of findings and recommendations. The report must be stamped by a licensed professional engineer. The following is a general list of equipment that must be addressed. Boilers (Useful Life Expectancy = 40 years) Boiler No. 1: Keeler, D Type, Water Tube Design, 40,000 PPH @ 100 PSIG Steam Pressure. National Board No. 4469. Serial No. 14651-2, Year Built: 1968. Boiler No. 3: Keeler, D Type, Water Tube Design, 40,000 PPH @ 100 PSIG Steam Pressure. MAWP - 250 PSIG. National Board No. 1470. Serial No. 14651-3, Year Built: 1968. (Derated for 20,000 PPH) Boiler No. 4: Keeler, D Type, Water Tube Design, 40,000 PPH @ 100 PSIG Steam Pressure. MAWP - 250 PSIG. National Board No. 4471. Serial No. 14651-4, Year Built: 1969. Deaerator (DA) - (Useful Life Expectancy = 30 years) Deaerator: Allied Steel Products Manufactured for Cochrane, Division of Crane Company, National Board No. 10959, Serial No. P-87-03A, Type: Uni-Pac Spray-Tray., MAWP = 30 PSI @ 650 Deg. F., Year Built 1987, Shell thickness - .250 Nominal. Head Thickness - .312 Nominal Condensate Receiver tank (Useful Life Expectancy = 40 years) Condensate Tank: Allied Steel Products Manufactured for Cochrane, Division of Crane Company, National Board No. 10986, Serial No. N86-151, MAWP = 30 PSI @ 650 Deg. F., Year Built 1987, Shell thickness - .250 Nominal. Head Thickness - .312 Nominal. A complete description of the statement of work will be released with a solicitation.
