- INTRODUCTION The Naval Air Systems Command (NAVAIR) located in Patuxent River, MD is issuing a Request for Information (RFI)/Sources Sought for the FY23 (Lot 4) Tomahawk Cruise Missiles Recertification & Depot Operations.� Interested parties may identify their interest and capability to respond to the requirement no later than 15 days after Sources Sought Notice Date. DISCLAIMER��������� �THIS SOURCES SOUGHT WILL BE USED AS A MARKET SURVEY AND IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.� DESCRIPTION: NAVAIR is issuing this RFI as a means of conducting market research to identify prospective parties as having an interest in and the resources to provide support for the Tomahawk Weapon Systems Program.� As prescribed under DFARS, PGI 206.302-1(d), this RFI will assist NAVAIR in developing an acquisition strategy for any potential future sourcing methods for supplies and services outlined in this document. PROGRAM BACKGROUND This is a follow-on requirement under Indefinite Delivery Indefinite Quantity (IDIQ) N0001920D0008.� The incumbent contractor is: �Raytheon Missiles & Defense (RMD), P.O. Box 11337, Bldg. 9022, M/S/K1, Tucson, AZ 85734-1337.� RMD is currently the sole provider of the Tactical Tomahawk (TACTOM) All Up Round (AUR) Recertification and Modernization efforts, supporting the TACTOM AUR missiles. �The current Lot 1-3 effort includes:� Recertification and Modernization of the Tactical Tomahawk Block IV All-Up-Round (TACTOM AUR) Missiles; Composite Capsule Launching Systems (CCLS) Capsules remanufacture/refurbishment and repair; Procurement of modernization kits; TACTOM Spares and/or replacement components, including rotable pool assets; Repair, upgrade and procurement of Government Special Tooling, and Special Test Equipment; Upgrades, obsolescence and support of Government Furnished Property (GFP), and Hardware-in-the-Loop (HWIL) such as System Integration Lab (SIL), Special Tooling, and Special Test Equipment; Simulations and maintenance of simulation software and data; Missile Operational Embedded Software maintenance; Missile conversions to flight test configuration; Pre-test, test, and post-test support for Tomahawk Flight Tests and Functional Ground Tests; Flight abort/anomaly/failure investigations and analysis; Preparing and conducting training courses; Upgrades, support and/or procurement of Guidance Test Sets (GTS); Cost reduction and affordability improvements; Obsolescence management, resolution of subsystem/component obsolescence, and implementation of obsolescence solutions for:� TACTOM AUR missile hardware, MRSS Kits, Flight Test Kits, CCLS, Guidance Test Sets and associated tooling and test equipment; Systems engineering, logistics support, emergent systems engineering studies and other related efforts and tests; Technical and administrative data and documentation; Over and above repair for rejected warranty missiles; Unscheduled maintenance or over and above work for all missile variants, and repair of components (not covered under the TACTOM AUR production warranty); Magazine storage; Service Life Assessment Program; Related Engineering Support Services; Integrated logistics services and other related efforts; Block AUR demilitarization preparation.� REQUIREMENTS This requirement is a continuation of the efforts under IDIQ N0001920D0008 and include Transition to production of new capabilities.� This effort will add an additional ordering period in FY 2023 for Lot 4. � PLACE OF PERFORMANCE Contracting office locations include Tucson, Arizona. SPECIAL REQUIREMENTS Performance of this effort requires the contractor to have access to classified information up to and including SECRET. The contractor�s facility must be approved by the Defense Security Service to process and maintain classified material at the SECRET level.� The contractor must have computer information systems approved at the SECRET level. ELIGIBILITY The applicable North American Industry Classification System (NAICS) code for this requirement is 336414. The Product Service Code (PSC) is 14 � Guided Missile.� Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMITTAL INFORMATION The Government is seeking information from prospective vendors that could potentially satisfy the above requirements. �All responsible sources with the capabilities and facilities to meet the Government�s requirements and classification levels may provide information to indicate their intent and capability. �The Government will consider all responses that address the requirements above.� Unclassified capability statements, no longer than five pages should be submitted electronically to the contract specialist listed on this Notice.� Submissions must be received no later than 15 calendar days after the date of this Notice.� Questions regarding this sources sought must be emailed to the contract specialist listed in this Notice. �Please do not inquire via telephone.� Responses transmitted by any other means (e.g., by telephone, telefax, mail, etc.) other than those transmitted by email will not be considered.� All responses must include the following information: Company Name, Cage Code, Address; Company business size under NAICS Code 336414; and POC name, phone number, fax number, and email address. Additional Information: The Government does not have a Level III Technical Data Package nor the manufacturing documentation for the TACTOM AUR missile. � The RFI is an exchange of information between the Government and Industry aimed at understanding the existence of sources that can deliver supplies and services to support the Tomahawk Missile Systems program. �Additional RFIs requesting further detail may be issued in the future to continue the Government�s informational exchange with industry. �Any proprietary information received in response to this request will be properly protected from any unauthorized disclosures; however, it is incumbent upon the respondent to properly mark all submissions. �In order to complete its review, NAVAIR must be able to share information within the Government and any responses marked in a manner that will not permit such internal Government review may be returned without being assessed/considered. The data associated with the Tomahawk Missile Systems Program is export controlled and is not available to foreign sources or representatives.
