SUBJECT: SOURCES SOUGHT NOTICE PROJECT NAME: Haines/Skagway Boiler Project DESCRIPTION: This is a Sources Sought notice issued in accordance with Federal Acquisition Regulation (FAR) 5.201.� This notice is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract.� An award will not be made on responses or offers received in response to this notice. The purpose of this notice is to publicize a contracting opportunity and determine availability of qualified Small Businesses, Small Disadvantaged Business, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses or HUBZone Small Businesses capable of performing Design-Build Construction Services for Design Build Boiler Replacement. �Design Build Construction Services includes design services, construction services and commissioning of the system. Place of performance is Skagway, Alaska and Haines, Alaska. Responses to this notice will be used for information and planning purposes only and shall not be constructed as a solicitation or as an obligation or commitment by the Government.� This notice is intended strictly for market research. Synopsis: �The General Services Administration has requirements for design-build construction services for boiler replacement at Skagway LPOE in Skagway, Alaska and design-build construction services for boiler replacement at the Haines CBP in Haines, Alaska. Description (of buildings): Skagway LPOE (AK0526ZZ): The Skagway Border Station is a relatively new and modern border station, located in a remote area 5 miles outside of Skagway, in southeastern Alaska. The building was constructed in 1994 to meet the specific mission requirements of a border station and is occupied by Customs and Border Protection (CBP). It is a two-storied building, constructed of steel and concrete with a metal roof. The station building has one existing boiler which was installed in 1994. Based on an August 3, 2021, site visit, the boiler is operational. The piping is in dire condition, having experienced significant corrosion due to (1) lack of proper glycol loop maintenance (2) chronically putting the boiler away wet, (3) and a poorly executed maintenance. Electricity is provided to the site by the local utility, with a 75kW generator provided for backup The objective of this project is a Design Build effort to provide a new boiler system for the project site, to include (2) new boilers, (2) hot water pumps, new radiators, new unit heaters, glycol piping and associated appurtenances to all equipment, fuel connections, electrical connections, plumbing connections, and BAS controls. The manufacturer of the current boiler is Burnham. The existing system is original to the building and requires a fuel injector that is obsolete and no longer available. The scope of work for the Skagway Boiler Replacement consists of design and installation�of two equally sized modular boilers sized at 67% of peak demand that is complete, and code compliant for the Skagway LPOE. The facility will remain fully occupied during construction. No assumption of current systems code compliance should be made. Contractor will be responsible for the complete design and installation which conforms to all current codes and standards. All connections, terminations and integration to existing equipment will be the responsibility of installing contractor and all costs for associated effort will be included in cost proposal. All as-built information provided by GSA must be field verified by contractor prior to design. Haines CBP (AK0521AB): The Dalton Cache Land Port of Entry (LPOE), more informally known as the Haines border station, is located at Haines, Alaska. The Haines border station, built in 1979, was designed to meet the specific mission requirements of a border station and is occupied by Customs and Border Protection (CBP). The Haines border station is connected by a road which initially transitions through western Canada but eventually leads to the interior of eastern Alaska. The facility is composed of 3 buildings: a residence, a storage shed, and the LPOE station. This project will be at the LPOE station which includes the generator building, the main building and the inspection building. The station building has two existing Burnham Commercial V903 hot water boilers. Based on an August 3, 2021, site visit, the boilers are no longer operational, leaving the site without space heating. The existing piping has experienced significant corrosion due to (1) lack of proper glycol loop maintenance (2) chronically putting the boiler away wet, (3) and poor maintenance. Additionally, unit heaters were installed without dielectric protection further contributing to corrosion of the piping. While corroded, the piping is still allowing for heat transfer and is not actively leaking. The objective of this project is to provide a Design Build effort for a new boiler system for the project site, to include (2) new boilers, (2) hot water pumps, new radiators, new unit heaters, glycol piping and associated appurtenances to all equipment, fuel oil system and connections, electrical connections, plumbing connections, and BAS controls. The manufacturer of the current boiler is Burnham. The existing system is original to the building. The scope of work for the Haines Boiler Replacement consists of design and installation�of two equally sized modular boilers sized at 67% of peak demand that is complete, and code compliant for the Haines CBP. The facility will remain fully occupied during construction. No assumption of current systems code compliance should be made. Contractor will be responsible for the complete design and installation which conforms to all current codes and standards. The applicable North American Industry Classification Code for these projects is 238220 � Plumbing, Heating, and Air-Conditioning Contractors. �The Small business size standard for NAICS 238220 is $16.5 million (US Dollars). Contractors/Offerors shall be actively registered in the US Governments� System for Award Management (SAM) as a small business for this solicitation�s NAICS code at the time of receipt of proposal. �Contractors/Offerors are required to have a SAM unique entity identifier number (UEI) and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government. It is the Government�s intent to issue a separate Design Build contract for each LPOE Boiler Replacement. The period of performance for each of the proposed projects is 9 months after Notice to Proceed (includes design and construction work). This potential project acquisition is being considered for a set aside for small business concerns. Basis of award is expected to be a best value selection process considering both price and non-price factors. A pre-solicitation notice will be posted on www.sam.gov website on approximately October 10, 2021. Sources Sought Submission Requirements
