- THIS IS NOT A REQUEST FOR QUOTE- THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD to Haver Analytics, Inc. for subscription access to Haver's databases. �DOL intends to award a firm-fixed-price contract to Haver Analytics, Inc. for these services. �The period of performance for this action will be date of award through 12 months, thereafter with two 12-month option periods. The associated North American Industry Classification System (NAICS) Code is 511210 - Software Publishers, which has a size standard of $38.5 million. The statutory authority for this non-competitive action is Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements per 10 U.S.C 2304(c)(1).� This is a sole source notice published for informational purposes only and not a request for competitive quotes.� Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement by the time and date specified in this notice that provides sufficient details for consideration by the Government, via email to: chiu.dave@dol.gov.� The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government.� Phone calls will not be accepted in response to this notice. �All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government.� Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these supplies/services. �Verbal responses are not acceptable and will not be considered.� The Government reserves the right to cancel this requirement. Contract Award Dollar Amount: Base Year $21,775.00; Option Year One $22,428.00; Option Year Two $23,101.00; Total contract for all three years $67,304.00.� Contractor Awarded Name: HAVER ANALYTICS, INC. Requirement Description: The U.S. Department of Labor / Office of the Assistant Secretary for Policy (OASP) and the Chief Economist Office (CHECO) have a need for quick and flexible access to timely economic information regarding the U.S. economy, states, and local areas (i.e., cities, counties, metropolitan areas), as well as other countries.� This data must be uniquely comprehensive, detailed, and accessible.� The database must combine international, national, state, and local economic information from a variety of public and private proprietary sources in one package.� This database must provide details in terms of local jurisdictions covered (cities, counties, regions).� This database service must provide efficient and flexible access through its internet portal.� Access by an unlimited number of users of the same account must be provided and the information must be able to be accessed from any internet-connected computer anywhere. The OASP prepares briefing papers, which often require access to time series data.� In addition, OASP and CHECO prepare data compilations and analyses with respect to long- and short-term economic trends on an ad-hoc, rapid-response basis. �Also, OASP utilizes labor force and other economic data to effectively and appropriately respond to public correspondence addressed to the President, the Secretary, and other senior officials.��� The requirements of OASP for economic data subscription services in which the vendor must be able to provide the following:� Instant access to a large array of over 10,000 public and private economic, financial and demographic data series for the U.S. and 30 OECD nations that are each maintained up to date immediately when new reports are issued and which provides access to the full historical time series for each data item.� A data analysis system that enables the user to quickly and easily perform statistical analyses of individual data series or to combine//compare different data series and to create graphical presentations of the data.� Ability to compute series variance is a must. Capability to combine and compare different data series in a single custom table or chart. Automatic seasonal adjustment for daily, weekly, monthly time series not adjusted by the source. Interoperability with Microsoft Office PowerPoint, Excel and Word software to facilitate incorporation of data from the source system into tables, graphs and documents that can then be automatically updated when new data reports are published.� Also, interoperability with the Stata statistical analysis system. Interoperability with the Stata econometric data analysis software system. Simultaneous use by multiple users.�� Free telephone technical assistance. The full database must be download-able to the subscriber�s local server and updated daily.� This feature ensures faster performance and better security because the system does not rely on web access for operational analytical tasks.
