- 1.1������ Purpose The General Services Administration (GSA), Public Buildings Service (PBS), Office of Portfolio Management and Real Estate, 1800 F Street, NW, Washington, DC., wishes to contract with Compstak Enterprise to provide leasing comp data and analytics for the metropolitan DC office market. 1.2������ Objective The information provided by this contract is a valuable commercial real estate resource for various divisions and regions at GSA/PBS: Appraisal Program: Confirmed and verified actual lease signings together with the available analytics will make PBS better able to establish market rents for the federal owned inventory.� �The information will also be used to cross-check 3rd party appraisals and enhance quality control of 3rd party appraisals Office of Property Disposal:� The market data helps PBS validate independent appraiser valuations to ensure that GSA receives a fair price for properties that are selected for disposal.� Strategic Analysis Division:� Provides knowledge of the local real estate markets to aid in ensuring that any major R&A or modernization projects will be cost effective.� Improves the determination of Lease Cost Avoidance; TAPS Analyses; and Prospectus Analysis.� Client Delivery and Leasing Divisions: Provides information of the rents and expenses in comparable buildings in local markets to ensure that GSA leases compete with the market.� 1.3������ Background PBS has other sources via national contracts to provide realty services.� These sources provide exceptional detailed data on commercial real estate in major metropolitan markets.� Although this data is invaluable to PBS, There is one significant limitation.� Lease data is based on listings rather than confirmed transactions. The surveys CoStar provides and makes possible, are relevant because of the sheer magnitude of the data. But at best existing sources provide contact information with which users can verify and discuss the actual terms of the deal with a point of contact for the transaction.� On a macro level, this data is sufficient to identify trends, market activity, general rent levels, vacancies and absorption.� However, these analyses are not based on the actual effective rents from each transaction and the data is not reliable on an individual comp basis. Lease comparables (confirmed actual transactions) are notoriously difficult to identify and verify.� Brokers, when called by an appraiser often will not or cannot share actual details (client confidentiality agreements).� Depending on how a question is asked, a broker may respond with several very different answers. Compstak provides a unique crowd-sourced exchange database that records the details from actual transactions.� Participants in the exchange platform will share the particulars of a lease comparable and receive credit towards access to other comparables in exchange.� The sharing party receives additional credit for being the first to submit a comparable, but subsequent submissions also receive credit.� This creates multiple sources for each transaction, increasing the confidence level in the details.� Compstak has a staff that follows up on discrepancies.� Each comparable displays the number of sources. 2.0������ Scope of Work PBS's NCR Office of Portfolio Management and Real Estate shall have access to this comparable exchange of commercial lease transactions in the greater DC market. The Contractor shall provide a continuously updated data base of real estate market data/information to include: All relevant details on specific commercial real estate leases a comprehensive market/submarket/building inventory, trends, and analytics, market and building size, and a variety of other data fields; mapping and aerial photographs of buildings and comparable data; building specific data including floor plate information, building photographs, and tenant floor-by-floor information; Historic trend analytics including rent, vacancy and absorption. GSA-PBS requires a broad geographic and demographic informational base; on-site system training, telephone and computer-based technical support with 24 hour 7 days a week access; the ability for the Contractor to provide research on specific real property to include current and historical building specific rent rates, vacancy and major improvements; And all information directly accessible by GSA-PBS's employee or its Contractors. 3.0������ Specific Requirements or Tasks The Contractor shall provide a license and web access to each GSA user for its exclusive products and individual property data in the greater Washington DC market.� Provide market and sub-market reports, lease transactions, and the ability to perform ad-hoc research on individual properties, sub-markets and region.�� �� Licenses:�� The individual licenses for the Authorized Users may be transferred to other designated employees or Contractors of GSA during the contract term, as needed.� Condition:� Contractor shall provide extensive training in the use of its service at no additional expense to GSA (including off-site trainings/workshops) for the life of the contract.� This contract is for two (2) Compstak licenses for the Office of Portfolio Management & Real Estate (OPMRE) at the National Capital Region.� � 4.0������ Deliverables The Contractor shall provide continuously updated commercial property information (e.g., rental rates, transactional data, property location, operating expenses, rent projections, vacancy rates, etc.� The information will be provided on the internet to a list of designated GSA employees who obtain access to the database/service through this contract. 5.0������ Place and Period of Performance The Period of Performance is to be one year from the date of award 6.0������ Travel ����������� Travel is not required.� 7.0 ����� Government Furnished Equipment (GFE)/ Government Furnished Information (GFI) � � � � � �There is no GFE and GFI. 8.0������ Security 8.1������ Protection of Information The Contractor shall be responsible for properly protecting all information used, gathered, or developed as a result of work under the contract. In addition, the Contractor shall protect all Government data, equipment, or information by treating the material as sensitive. SBU information, data, and/or equipment shall only be disclosed to authorize personnel. The Contractor shall ensure that appropriate administrative, technical, and physical safeguards are established to ensure the security and confidentiality of this information, data, and/or equipment is properly protected. When no longer required, this information, data, and/or equipment shall be returned to Government control, destroyed, or held until otherwise directed. Items returned to the Government will be hand carried or mailed to the COR using certified mail. The Contractor shall destroy unneeded items by burning, shredding, or any other method that precludes the reconstruction of the material.
