- The Department of Veterans Affairs, Network Contracting Office 5, intends to enter into a sole source procurement for Option Year 2 on Order Number 36C24520F0112, for Water Treatment Services for the Martinsburg VA Medical Center (613), 510 Butler Avenue, Martinsburg, WV 25405. In accordance with 41 U.S.C. 3304(a)(5), 38 U.S.C. 8127(b), as implemented by FAR 6.302-5 (Authorized or Required by Statute), and under the authority of VAAR 819.7007, Sole Source Awards to a Service Disabled Verified Veteran-Owned Small Business, the Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to against FSS Contract 47QSWA19D0051. Company Name: WATER TREATMENT SERVICES, INC. dba FIRST DEFENSE OPERATIONS MANAGEMENT Address: 203 TOWNSEND DRIVE, MONROEVILLE, PA 15146 Phone: (800) 817-5116 The associated North American Industry Classification System (NAICS) Code is (325998) and the Business Size Standard is (500) employees. It is the Government s belief that a replacement the Water Treatment Services is needed by the facility. The Contractor provides boiler water treatment products, chilled and cooling tower water treatment products, domestic water treatment products, and all other treatment products to include, but not limited to the products identified in the schedule of supplies/services. Testing reagents and bacterial dip slides will be supplied at no charge for boiler water, cooling water, closed loop testing, raw water, finished domestic water, and softened water. Contractor will provide hard copies, with all deliveries, of Material Data Safety Sheets (MSDS) for all treatment products, testing reagents, and chemicals that contractor supplies to the VA. This meets the requirements in the statement of work. Since there is an existing FSS contract; competition has been done - Market Research shows an existing SVOSB FSS contract holder. Delaying the award will have adverse impacts on patient care at the Martinsburg VAMC. The estimated base value of this acquisition is approximately ($385K). The estimated award date is on or before 10/01/2021 This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 1500 hrs Eastern Time (09/17/2021). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
