Description
THIS SPECIAL NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY This acquisition will support the F-5N+/F+ Avionics Reconfiguration and Tactical Enhancement/ Modernization for Inventory Standardization (ARTEMIS) program as well as the integration of the F-5N/F Capability Upgrade (hereafter referred to as the Block Upgrade System) into the legacy F-5N/F Fleet aircraft.� The ARTEMIS Program includes the Non-Recurring Engineering (NRE), inspection, and modification efforts necessary to upgrade sixteen (16) F-5E and six (6) F-5F Tiger II aircraft and the associated forty-four (44) J85-GE-21B engines from Swiss Confederation (SAF) configuration to a United States Navy/United States Marine Corps (USN/USMC) configuration.� As part of repatriation, the twenty-two (22) aircraft will undergo comprehensive inspections, repairs, and modifications which include: 1) Performing full airframe and engine material condition inspections and resulting repairs; 2) Procurement and replacement of all airframe and engine high-time components; 3) Procurement of sixteen (16) Block Upgrade System kits, twenty-two (22) airframe conversion kits and forty-four (44) engine conversion/overhaul kits; 4) Integration of twenty-two (22) Block Upgrade System kits of which six (6) kits will be provided as Government-furnished equipment (GFE); and 5) Integration of twenty- two (22) airframe conversion kits and forty-four (44) engine conversion/overhaul kits. In addition to the ARTEMIS efforts, the resulting contract scope will include the ability to procure and install the Block Upgrade System kits for, and into, up to forty (40) legacy F-5N/F Fleet aircraft to ensure greater standardization, maintainability, sustainability, and pilot safety through a uniform configuration across the USN/USMC inventory.� NAWCAD intends to award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract action on a sole-source basis to Tactical Air Support, Inc. Reno, NV (Tactical Air). At this time, Tactical Air is the only source that can manufacture and delivery the required items and services without incurring an unacceptable delay of aircraft delivery and substantial duplication of costs.� Additional information is posted in the attached J&A.
