Description

National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) intends to solicit and negotiate with only one source, Blue Canyon Technologies, LLC (BCT), under the authority of FAR 6.302-1. NASA LaRC will be the procuring center for this effort. Performance will be located BCT. The NAICS code for this procurement is 541715. This purpose of this effort is to modify an existing BCT XB6 design. The Contractor shall build, analyze, integrate and test their existing 6U CubeSat spacecraft (S/C) bus with the government-supplied ARCSTONE payload. BCT is the only firm that has proprietary knowledge in designing, building, and operating 6U satellites with accurate pointing and tracking of targets in space with the accuracy required by the ARCSTONE measurements of lunar and solar irradiance: pointing accuracy better than 0.005o with stability of 1 arcsec per second in 3-axis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Eastern Standard Time on September 27, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
