- SYNOPSIS/SOLICITATION NUMBER:� FA527021R0015 SUBJECT:� Multiple Award IDIQ Contract for KADENA AB A-E Services 2021 (KADENA A-E 21) POC:� Erin M Hankins, Contracting Officer, 634-5818, erin.hankins@us.af.mil; ����������� Miyoko Hokama, Contract Specialist, 634-3541, miyoko.hokama.jp@us.af.mil 1. CONTRACT INFORMATION This is a request for interested parties to submit a Standard Form 330 (SF330), Architect-Engineer Qualifications.� This is not a request for proposals.� Address any questions via email to the POCs identified above no later than 1:00 pm (JST) on 24 September 2021.� Firms interested to be considered for this acquisition must submit a complete qualification package, in accordance with this synopsis and its attachments, to the following address: Attn:� Miyoko Hokama 18CONS/PKC, Bldg 95 KADENA AB, OKINAWA, JAPAN Qualification packages are due no later than:� 11:00 am (JST) on 20 October 2021. NAICS Code: 541310, Architectural Services. Product and Service Code (PSC): C211. The Air Force has a requirement for Architect-Engineer (A-E) Services to support the 18th� Civil Engineering Group�s (18 CEG) mission at Kadena Air Base, Okinawa, Japan.� Performance will take place at Kadena Air Base, or other geographically separated areas under the jurisdiction of Kadena Air Base, such as Okuma, Torri Station, Naha Port, and various locations throughout Okinawa, Japan. The work will involve multiple A-E disciplines in the performance of Title I (project design including�site investigations, studies, surveys, hazardous materials survey/test, interior design, plans, specifications, and technical calculations), Title II (inspection and/or observation of construction operations) and Other A-E Services. Projects will vary in complexity, scope and objectives. To support this requirement, the Government intends to award indefinite-delivery indefinite-quantity (IDIQ) contracts to approximately three (3) firms sharing a total estimated program ceiling of $10M. Contract award is anticipated no earlier than June 2022. Any IDIQs awarded under this procurement will be Firm Fixed Price (FFP) with one (1) Base Year and four (4) one-year Option Periods. Each contract will establish a guaranteed minimum fee of $5,000. A yearly maximum fee is no larger than that of the total contract ceiling.� On average, the Government expects approximately $300,000-$500,000 worth of contract work per year; however, the amount received may vary substantially based upon funds available and expertise of individual A-E firms. The selection process will be conducted in accordance with The Selection of Architects and Engineers Statute (40 U.S.C. Chapter 11), Federal Acquisition Regulation (FAR) Subpart 36.6, Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 236.6 and Air Force Federal Acquisition Regulation Supplement (AFFARS) Subpart 5336.6. After evaluation and ranking of firms, requests for price proposals (RFPPs) will be submitted to the three (3) most highly qualified firms. Firms receiving RFPPs will have 30 calendar days from the date of RFPP to provide their price proposals to the CO.� Negotiations will be held with the most highly qualified firms whose price proposals have been received by the CO in a timely manner.� If a mutually satisfactory contract cannot be negotiated, or cannot be negotiated within a reasonable amount of time, the CO shall terminate negotiations with that firm and shall issue an RFPP to, and enter into negotiations with, the next most highly qualified firm.� This procedure shall continue until the appropriate quantity, as determined by the CO, of mutually satisfactory contracts has been negotiated. Task Orders (TOs) for individual projects will be issued as the need arises during the contract ordering period.� Requirement for each TO will be identified in a TO level Statement of Work (SOW) that will supplement the basic SOW attached to this synopsis. TOs will be awarded based on evaluation of the most current SF330s on file at that time. Contractors are required to submit updated SF330s on an annual basis. The dollar amount of TOs placed on any one contract cannot be determined in advance.� The total dollar value of all TOs placed on all contracts awarded will not exceed the total IDIQ ceiling. Prospective contractors must be registered in the System for Award Management database (https://sam.gov/) to be eligible for contract award and any firms awarded KADENA A-E 21 contracts must maintain an active SAM registration throughout the duration of the contract to be eligible for TO awards. To be considered by the A&E selection board, firms must be licensed to perform work in the country of Japan. Interested host nation firms are highly encouraged to form joint ventures with United States firms to be eligible for award of TOs for requirements valued in excess of $500,000 in accordance with DFARS 236.602-70. 2. PROJECT INFORMATION In accordance with FAR 36.601-4(b), prospective contractors must be licensed architectural and/or engineering firms to be considered for award under this effort.� Firms must be capable of performing work on a wide variety of sites in a manner that complies with Unified Facilities Guide Specifications (UFGS), Unified Facilities Criteria (UFC), and Japanese local regulations and laws (i.e. Japan Environmental Governing Standards (JEGS)).� In addition, firms must be capable of responding to and working on multiple projects concurrently, and completing projects within required time frames. Typical A-E Services under this contract may include, but are not limited to: (1) design, alteration and repair of airfields, grounds, roads, buildings and structures; (2) design, alteration and repair of utilities; (3) design, alteration and repair of various types of mechanical systems to include HVAC and associated controls, fire protection, waste treatment, and other mechanical systems; (4) design, alteration and repair of various types of lighting and power distribution systems, access control systems, and intrusion detection systems; (5) feasibility, traffic and other studies; (6) conceptual renderings; and (7) topographical and geodetic surveys. 3. PRIMARY SELECTION CRITERIA Each firm must demonstrate their qualifications (any proposed subcontractors or consultants should be clearly identified) with respect to the Primary Selection Criteria listed below.� If a firm fails to provide the requested data, follow the SF330 instructions, or comply with the instructions in this synopsis and its attachments, that firm may be eliminated from consideration. The Significant Selection Factors to be used in the selection process are as follows, and are in descending order of importance: 1. Professional Qualifications; 2. Past Performance; 3. Specialized Experience; 4. Geographic Proximity to Kadena Air Base; 5. Electronic Format Capability; 6. Workload Capacity. Significant Selection Factors: 1:�� Professional Qualifications necessary for satisfactory performance of required services; 2:�� Past Performance within the last five (5) years on contracts with DoD, other US Government agencies and private industry in terms of cost control, quality of work and schedule compliance; 3:�� Specialized Experience and Technical Competence in the type of work required; 4:�� Geographic Proximity Location in the general geographical area of the project and knowledge of the locality of the project; 5:�� Electronic Format Capabilities to include AutoCAD, Building Information Modeling (BIM), etc; 6:�� Workload Capacity to accomplish the work in the required time. Evaluation of Primary Selection Criteria: 1.�� Professional Qualifications: �SF330 Part I Sections C, D and E will be used to evaluate this criterion. �The Air Force will consider any information which may be pertinent to this criterion, including the following: proposed key personnel, professional registration (licenses), certifications, competence, related experiences to accomplish this work, education, and years with the company for the primary disciplines below (listed in descending order of importance): a.�� Architecture b.�� Project/Program Management c.�� Structural Engineering d.�� Mechanical Engineering e.�� Electrical Engineering f.��� Civil Engineering/Landscape Architecture g.�� Fire Suppression Engineering h.�� Construction Cost Estimating i.��� Construction Inspection (Title II Quality Assurance) j.��� Surveying Demonstrate professional qualifications by providing professional license type, license number, state of issue, and expiration date for each professional license to be considered (SF330 Part I, Block 17).� If claiming additional professional certifications, provide the certification title, issuing body and expiration date of each certification in the SF330 as well (Block 18). 2.�� Past Performance:� SF330 Part I Section H, Past Performance, and information from FAPIIS and/or CPARS, and Past Performance Questionnaire (PPQ) responses will be used to evaluate this criterion in terms of cost control, quality of work, compliance with performance schedules and stakeholder/customer satisfaction.� The Air Force will consider any available information, regardless of source, which may be pertinent to this criterion. For each example projects listed in the SF330 Part I Section F, provide a brief narrative addressing past performance in terms of cost control, quality of work and compliance with performance schedules.� Provide reference information for each listed project to include:� project name, contract number (and TO number if applicable), and point of contact name, current phone number and email address. For each example project in Section F, complete the sections identified by �to be completed by A-E firm� then forward a copy of the PPQ to the customer POC for that project with a request for them to complete the �to be completed by evaluator� sections and return the PPQ to the POCs identified in the introductory paragraph of the PPQ. 3.�� Specialized Experience and Technical Competence: �SF330 Part I Sections F and G will be used to evaluate this criterion.� Firms shall list only projects completed by the firm in the past five (5) years from the date of this synopsis. Evaluation will consider relevancy and location of the identified projects.� At least half (rounding up) of the required example projects provided in a firm�s SF330 must have been completed by the prime. �Include project scope, size, project cost (not A-E cost, but total construction cost of example project), principal design elements and features, and design relevancy of example project to this contract, specific project support expertise, complexity of the job, challenges faced, actions taken, and the resolution and results of any challenges faced. Do not list an IDIQ contract as an example of a completed �project.� �List relevant completed TOs (reference the basic IDIQ number for each TO) or stand-alone contracts.� Specialized experience and technical competency will be evaluated for ability to support the broad range of work required for this contract, as demonstrated by a firm�s example projects. Relevant projects supporting DoD requirements will be evaluated more favorably than non-DoD projects of similar complexity.� Relevant DoD projects completed in the last 36 months prior to the date of solicitation will be evaluated more favorably than DoD projects completed more than 36 months prior to the date of solicitation. Teams with demonstrated experience working together will be evaluated more favorably than teams without demonstrated experience working together. 4.�� Location and Knowledge of the Vicinity:� SF330 Part I Section B will be used to evaluate this criterion. Firms, and all teaming partners, will be evaluated based on knowledge of the nature and location of Okinawa, including environmental and climate concerns. Each firm is required to have an office located on the island of Okinawa and should be available on-site within a 24 hour notice from the Government. Firms located at incrementally farther distances will be evaluated less favorably than firms located within closer ranges to Okinawa. 5.�� Electronic Format Capability: SF330 Part I Section H will be used to evaluate this criterion. Firms, and all teaming partners, shall indicate any sources or mediums of electronic data available to utilize for A-E Service requirements to include, at a minimum, AutoCAD. 6.�� Capacity:� SF330 Part I Sections C, D, F, G, and Section H, Capacity, will be used to evaluate this criterion.� Demonstrate how the firm will manage, coordinate and administer the work within the prime and with their teaming partners. Firms should include any applicable information regarding ablity to handle multiple simultaneous projects at varying dollar values and requiring various facets of expertise. 4. ATTACHMENTS Attachment 1 � KADENA A-E 21 Submission Requirements This attachment provides additional details regarding submittal content, format, type of media, and page limitations.� This document also includes a Submission Requirements Checklist to aid interested firms in assembling their qualification packages for submittal. Attachment 2 � KADENA A-E 21 SOW This attachment is the basic SOW that describes the general requirements of the KADENA A-E 21 program.� Each TO issued under a KADENA A-E 21 contract will be accompanied by a TO specific SOW to supplement this general SOW. Attachment 3 � PAST PERFORMANCE QUESTIONNAIRE (PPQ) This attachment is to check and validate A-E�s past performance records.
