Description
Request for Quote MEDIA BLASTER AIR COMPRESSOR SERVICE RFQ FA301621Q0122 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and in conjunction with FAR Subpart 13.1 as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation. This is a Request for Quotes Media Blaster Compressor Service. The NAICS Code is 811310, size standard of $8M. This requirement is 100% Small Business set-aside. This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-08. This notice is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The government intends to award based on initial submissions without conducting interchanges. Therefore, each quote should contain the contractor�s best terms from a price and technical standpoint. However, the government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the government, IAW FAR 52.212-1(g).� Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractor that may address any aspect of the quote and may/may not be documented in real time. Interchanges may be conducted with one, some, or all, as the government is not required to conduct interchanges with any and/or all contractors responding to the RFQ. Additionally, the government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received. Description: 0001: Furnish all labor, tools, equipment and supplies necessary to clean, adjust, lube the air servicing components required to properly blast aircraft. IAW the Statement of Objectives (attachment 1) and the customer provided floor plan (attachment 1). Service/Product Details: The Quincy 1250 air compressors and Hankison Dryer HES2500 require an 8,000 hour servicing to ensure proper and prolonged operation of the air quality program. *NOTE:� Best value determination will be based on Lowest Price Technically Acceptable (LPTA) approach. For this RFQ, best value means a single award will be made to the responsible contractor whose products are technically acceptable and who quotes the lowest overall total evaluated price. In determining the best value, the government will consider the following two factors: Technical and Price. a. Technical (Conformance to the Schedule of Supplies) The technical response shall clearly demonstrate compliance with the product description indicated in the Schedule of Services Attachment 2. The Technical factor shall be rated acceptable or unacceptable as follows: Adjectival Rating Description Acceptable Quote meets the requirements of this factor Unacceptable Quote does not meet the requirements of this factor �b.�� Price (Quote).� Contractor shall complete and return the Schedule of Services and applicable provisions at Attachment 2.� Submission of a company price list, or letterhead quote is not a substitute for completing the Schedule of Supplies, and does not meet the requirement of this RFQ.� The government intends to award based on initial responses, therefore, the contractor is encouraged to offer the most advantageous pricing, to include discounts, in the initial response. 6.� Basis for Award:� The government will award a single Firm Fixed-Price purchase order to the responsible contractor who meets/complies with the terms and conditions of the RFQ and whose services are technically acceptable at the lowest quoted price. ��������������������������������������������������������������������������������������� 8. RFQ Response Date: The time and date for receipt of quotes is not later than 3 Sept 2021 at 12:00PM Central Time.� Submit quotes to the Contract Specialist, Kevin Cockerill at kevin.cockerill.1@us.af.mil with a copy to the Contracting Officer, Christa Pritchett at christa.pritchett@us.af.mil.� Quotes are to remain valid for a period of not less than 45 days and e-mail is the preferred method of transmission.� Quotes received after the date and time specified will be considered ""late"" and may not be eligible for award consideration.� 8. Questions: Questions, if any, regarding this solicitation may be submitted to the Contract Specialist and Contracting Officer no later than Monday, August 26th at 1:00 p.m. CT.� Note: Due to periodic disruption in e-mail services on the base, it is highly recommended that any e-mail transmissions are followed up with a phone call to ensure the e-mail has been delivered and received by the intended recipient.� Attachments: Statement of Objectives Schedule of Services and Provisions and Clauses Wage Determination
