Description

This is a SYNOPSIS for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� PAPER COPIES OF THIS SYNOPSIS WILL NOT BE AVAILABLE. This synopsis SHALL be posted on SAM.gov.�This synopsis documents and incorporates provisions and clauses in effect through FAC 2019-01 and DFARS Change Notice 20190215. The Service Contract Division, Code 412, Norfolk Naval Shipyard (NNSY), Portsmouth, VA, 23709 intends to negotiate a Firm-Fixed Price contract on the following service(s): Preventative Maintenance Service agreement for two (2) Ion Chromatography systems and their accessories, one (1) Integrion system and its accessories and two (2) detectors. An ICS-6000 and dual pump eluent generator (S/N: 19010998, 19010404), AS-AP auto sampler with temperature control (S/N: 1821158), DC-6000 microprobe (S/N: 19011340) and two (2) ICS-3/ICS-5 conductivity detectors (S/N: 19010318; 19010331) will be covered under this scope of work along any other equipment used to normally operate the instrument. An Integrion (S/N: 19123500), AS-AP auto sampler (S/N: 16070709), AS-DV auto sampler (S/N: 2001880035), Variable Wavelength Detector (S/N: 20020266), Auxiliary Pump (S/N: V0010257) and RFIC Oven (S/N: 16070477). Agreement will include travel to site, labor for the preventative maintenances, all parts/kits associated with the preventative maintenance, and software updates/notifications. Plan includes field service engineer labor and travel required for corrective maintenance visits with a targeted response time of 3 business days, One (1) scheduled annual preventive maintenance visit (a standard PM kit included), premium subscription of Unity Lab Services Knowledge Base and software and firmware updates, not attached to government network, upon request and in conjunction with a scheduled preventive maintenance or corrective maintenance visit. Information applicable to ALL LINE ITEMS: Quantity - 1, Unit of Measure � Lot. The period of performance for this acquisition is anticipated to begin is September 20, 2021 through September 19, 2022. The NAICS code is 811219 and the Small Business Standard is $22,000,000.00. The Product Service Code is J066. The proposed contract to be solicited as UNRESTRICTED.� This requirement is SOLE SOURCE to Thermo Electron North America, LLC in West Palm Beach, FL.� No other manufacturers will be considered. FOB Origin applies.� Responsibility and Inspection:� unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.� All responsible sources may submit a quotation which will be considered by the Government.� By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.� Failure to do so may represent grounds for refusing to accept the quotation.� The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award.� By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States.� Lack of registration in SAM database will make a vendor ineligible for award.� Vendors may obtain information on registration and annual confirmation requirements by visiting https://www.sam.gov.� Please direct questions regarding this requirement to Brittany Tavassoli at Brittany.Tavassoli@navy.mil.
