- Description
- The Naval Sea Systems Command intends to issue a competitive solicitation numbered N00024-22-R-6132, for a Cost Plus Incentive Fee (CPIF), Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Cost type contract, to provide engineering design development and production of �Technology Insertion (TI)-24 and TI-26 Total Ship Monitoring System (TSMS) hardware and software systems, technical insertion kits, trainers, and associated spares in support of the Acoustic - Rapid COTS Insertion (A-RCI) upgrades for LOS ANGELES, VIRGINIA, and COLUMBIA class submarines. The procurement will also include engineering design development, production, installation support, in-service support, and partial technology enhancements such as server/hard drive updates and infrastructure baselines such as switches and infrastructure cablings, as needed, in support of Fleet requirements for software and/or hardware production improvements on TSMS systems or upgrade kits. The proposed contract will include approximately 512,000 man-hours of engineering design development and technical support.� In addition to the three (3) Engineering Development Models (EDMs) in FY23, the production procurement will include the following shipset quantities: nine (9) in FY24; eleven (11) in FY25; fourteen (14) in FY26; fourteen (14) in FY27; and twelve (12) in FY28. TSMS provides the upgraded signal processing capability and hardware on LOS ANGELES, VIRGINIA and COLUMBIA Class submarines, to monitor and localize own ship�s noise sources including transients. TSMS is a subsystem of the AN/BQQ-10 Submarine Acoustic � Rapid COTS Insertion (A-RCI) Program. A-RCI is a sonar system that integrates and improves towed array, hull array, sphere array, and other ship sensor processing, through rapid insertion of �Commercial Off-The-Self (COTS) based hardware and software. The period of performance for this effort is seven (7) years, one (1) base year and (6) option years, from FY23 through FY29. � All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. �Please see sources sought notice N00024-20-R-6132.
