- This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E521Q0038 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 334519 � Other Measuring and Controlling Device Manufacturing, which has a size standard of 500 employees. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a brand name or equal requirement for one (1) Teledyne Acoustic Doppler Current Profiler, with a Hemisphere Vector V200 GNSS Compass package for measuring discharge in shallow to moderate streams (20 cm to 25 m range). Specifications: The ADCP and the DGPS must have the following features to meet the research requirements and be compatible with existing systems already in use at the Permafrost Tunnel Research Facility. The salient characteristics are as follows: ADCP - A 20-degree beam, allowing users to collect data closer to the bottom. - A 600 kHz 5th beam collects true vertical velocity with a calibrated RSSI (return signal strength indicator) and range to bottom. - Standard Sensors included: Temperature, Pressure, Tilt, Acoustic depth, Compass, and GPS (embedded). - Fully integrated GPS for geo-referencing. - Auto-adaptive sampling, which quickly provides accurate discharge measurements without the need for user configuration. - A manual override, which allows advanced users the ability to fully customize their system setting as an alternative to auto-adaptive sampling. - Trimaran with folding crossbar that is smart GNSS GPS ready. - External GNSS Data Cable for Smart GPS Antenna. - GPS mount on a trimaran float. - Communication: RS-232, Bluetooth, and optional radio modem. DGPS - Receiver type: L1 GPS, GLONASS, Galileo, BeiDou, QZSS, and Atlas. - Heading Accuracy: 0.75 degree. - Position Accuracy: 50 cm RMS world-wide with Atlas corrections. - Integrated gyro and tilt sensors for fast start-up times. - Heading updates provided during temporary loss of satellites - Provides heading, positioning, heave, roll, and pitch. Compatibility. The equipment must be able to transmit and receive data via a RS-232 port and radio modems as well as have auto-adoptive sampling and a manual override which allows for full customizations of the system settings. Furthermore, it needs to be compatible with the WinRiver II real-time hydrological data collection software that we are currently using. Shipping: Shipping shall be included in the contractor�s quote. Delivery: 30 Days after Award FOB Destination: CRREL AKRO, 4070 9th Street, Fort Wainwright, AK 99703. The Teledyne RDI River Pro Acoustic Doppler Current Profiler (ADCP) is the only existing model that offers the features and configuration necessary to meet all factors relevant to CRREL�s requirement. Specifically, for CRREL to measure discharge in shallow to moderate streams, the ADCP must be configured to allow users to collect data closer to the bottom; collect true vertical velocity with a calibrated RSSI (return signal strength indicator) and range to bottom; have fully integrated GPS for geo-referencing; auto-adaptive sampling, which quickly provides accurate discharge measurements without the need for user configuration; manual override, which allows advanced users the ability to fully customize their system setting as an alternative to auto-adaptive sampling. The Teledyne RDI River Pro brand name is required to ensure equipment interoperability, data consistency, and compatibility with the existing sensor and sampling systems deployed at the Permafrost Research Station. Therefore, Teledyne RDI River Pro (ADCP) is the only brand producing an item that, if procured, would avoid the excessive cost associated with testing new products which would create substantial duplication of cost to the Government and cause unacceptable delays in fulfilling the agency requirements. Please reference the attached RFQ for applicable provisions and clauses.� The following factors shall be used to evaluate offers: ability of the quoted technical specifications to meet or exceed the required salient characteristics, and price. Award will be made to the offeror whose quote represents the lowest price technically acceptable offer.
