- This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice.� The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation documents and incorporated provisions and clauses are those effect through Federal Acquisition Circular 2019-06, effective 12/30/2020. This is 100% small business set-aside under NAICS 511210, with a size standard of $41.5 Million. The Secretary of the Navy Council of Review Boards (CORB), Combat Related Special Compensation Board and the Physical Evaluation Board wish to gain a digital web-based mobile application resource for active and separated Sailors and Marines to help them navigate the specifics of their boarding processes. The reason for the change from hard copy pocket guides (currently provided by QuickSeries) to electronic is to be able to reach a broader audience as the pocket guides run out constantly, keep content updated with law and policy changes in near real time, stop repetitive orders for hard copy guides then needing shipment out to distribution locations, and change the medium of the delivery to a method more in line with today�s applicants who consume material in electronic app type formats vice hard copy prints. 1.0 SUPPLY REQUIREMENTS: The requirements for the app shall have the following features - an administration portal permitting Navy leadership to control and update content flowing to the mobile app without intervention from contractor or 3rd party - which includes a user dashboard. This administration portal will be web based, with no software download requirement to government computers. The app will also offer additional modules to improve communication such as: app module list - pdf library, checklist, newsletters, video library, FAQ, Resources. These modules can be expanded as required based on programmatic changes established to law and policy.� The app will deliver QuickSeries eguides to support each program.� Contractor will help with on boarding to admin portal, design of app icon and general branding of app.� Contractor will handle registration of app with Apple and Google app stores. The contractor shall maintain and make all necessary updates to app infrastructure to keep platform working at all times at no additional cost.� The period of performance shall run for one year (application hosting and usability) with two (2) 12-month option periods.
