FY22 USACE LRD Regional A-E Survey and Mapping Services Multiple Award Task Order Contract (MATOC) THIS NOTICE IS BEING POSTED ACROSS ALL SEVEN U.S ARMY CORPS OF ENGINEERS (USACE) DISTRICTS WITHIN THE GREAT LAKES AND OHIO RIVER DIVISION (LRD). ONLY ONE RESPONSE IS REQUESTED PER FIRM. USACE, LRD which is comprised of Buffalo District, Chicago District, Detroit District, Huntington District, Louisville District, Nashville District and Pittsburgh District, has a requirement for Architectural/Engineering Survey and Mapping Indefinite Delivery Indefinite Quantity MATOCs (detailed below).� LRD is preparing for a potential bill that supports the American Jobs Plan.� The potential value of A-E Survey and Mapping for LRD is between $25M-35M over approximately five years. These MATOCs will be utilized to support the American Jobs Plan, which is an investment in America that will create millions of jobs, rebuild America's infrastructure, and position the United States to out-compete China.� For more information, visit www.whitehouse.gov//american-jobs-plan/ THIS IS A NOTICE FOR SOURCES SOUGHT ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY USACE, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR IMPROPER IDENTIFIED INFORMATION. The purpose of this sources sought announcement is to gain knowledge of interested, capable, and all qualified businesses including, but not limited to Small Business, 8(a) Small Business Development Program, Service-Disabled Veteran Owned Small Business, HUBZone, Women-Owned small business firms and Large Business.� The anticipated North American Industry Classification System (NAICS) Code for this work is 541370, Surveying and Mapping Services , with a small business size standard of $16.5 million. It is the intent of LRD to award either one or several MATOCs to establish a diverse pool of contractors to cover the region. The actual number of MATOCs, minimum and maximum task order/contract size, and socio-economic set-asides for the resulting contracts will be determined after the completion of market research, which includes an analysis of the sources sought capabilities statements received. The contract/s will be within the LRD mission boundaries. The types of surveys and mapping to be performed under the terms of this contract will include, but may not necessarily be restricted to the following: (1) Field Work a. Topographic Surveying b. Route Surveys c. Quantity and Volume Surveys d. Construction Surveys/Construction Layout e. Hydrographic Surveys; Single and Multi-beam, River Cross-section Surveys f. Geodetic/Cadastral Control Surveys g. Deformation/Monitoring Surveys h. Boundary Surveys i. Utility Surveys j. 3D LiDAR/Terrestrial Laser Scan Surveys (2) Photogrammetric Work. Various types of work required in photogrammetric and orthophotomapping may include analytical control, stereo digital compilation in 3D, CADD work, digitizing, reproduction work, and aerial photography. Projects may also require the use of LIDAR and other remote sensing equipment. (3) Geographic Information System (GIS) Work. Various work as related to developing and populating a GIS in the Lakes and Rivers Division (LRD). The Contractor will be required to conform to the ASPRS National Map Accuracy Standards and the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). These services will be used when necessary to support engineering studies to include design and construction, planning, operation and maintenance of navigation and flood control projects, real estate, and emergency management activities for projects within LRD. Firms must be able to submit surveys and mapping data in the formats and standards requested by the government. The formats for data include, but are not limited to Trimble Business Center, Rinex, Adobe PDF, FGDC-STD-001-1998 Metadata, Bentley 3D-Microstation, Bentley InRoads, Autodesk AutoCAD and Civil3D format 2013 or greater, Hypack, MS-Word, MS-Excel, ESRI ArcGIS Version 10.1 or higher, ERDAS Imagine, Land XML, PTS and LAS Point Storage Schema and ASCII. The files may be requested on CD ROM, DVD, or other electronic transfer; no flash media will be accepted for product deliverables. The contractor will also be required to provide electronic copies of all raw data files from GNSS receivers and data collectors in their unedited format. In addition to the above formats, firms must have e-mail capability for project updates and status reports; and file transfer abilities (FTP, SFTP), etc. The government will only accept the final product, without conversion or reformatting, in the stated formats. Firms must have the capability of complying with all the current U.S. Army Corps of Engineers manuals including: EM 1110-1-1000 Photogrammetric Mapping; EM 1110-1-1002 Survey Markers and Monumentations; EM 1110-1-1003 Navstar Global Positioning System Surveying EM 1110-1-1005 Control and Topographic Surveying; EM 1110-2-1003 Hydrographic Surveying; EM 1110-2-6056 Standards and Procedures for Referencing Project Evaluation Grades to Nationwide Vertical Datums; EM 1110-1-2909 Geospatial Data and Systems ER 1110-2-8160 Policies for Referencing Project Evaluation Grades to Nationwide Vertical Datums; EM 1110-1-1009 Structural Deformation Surveying. Work may require using the metric system. Market Research will determine which of the seven districts executes the base IDIQ contract/s.� District offices are located in Louisville, KY; Nashville, TN; Chicago, IL; Detroit, MI; Huntington, WV; Pittsburgh, PA; and Buffalo, NY.� The LRD mission boundaries encompass the following states (or part of the state): Kentucky, Ohio, Indiana, Illinois, Tennessee, Alabama, West Virginia, Virginia, North Carolina, Michigan, New York, Pennsylvania, Wisconsin and Minnesota. The estimated award date for these contracts is 2nd quarter of FY22.
