- This solicitation�is for One (2) Non-Personal Service Contract for a Medical Supply Technician on ""AS NEEDED BASIS"" to provide uninterrupted patient care services to be performed in the Sterile Processing Department (SPD) at Northern Navajo Medical Center (NNMC) located in Shiprock, New Mexico. The following surgical services is provided:� General Services, OB/GYN, Podiatry, Orthopedics, Facial-Oral Maxillary, Pediatric Dental Rehabilitation, and the GI Lab. Related duties include material management and usage of medical equipment for decontamination of disinfectant cleaning, ultrasonic, washer sterilizer and use of autoclave for sterilization processing. Operate and troubleshoot equipment used for sterile processing and complete required documentation. The Government does not guarantee the contractor to work the full number of hours only estimated. REQUIREMENTS: 1. Return the Pricing attached with candidate profile. The Government will consider competitive rates upon negotiation. Hourly Rate shall be an All-Inclusive Hourly Rate, Meaning travel, per diem, lodging/housing, transportation, meals, and applicable taxes (i.e. federal, state and local). The Attach Wage Determination Service Contract Act applies. 2. Past Performance: Provide experience of comparable scope and complexity in providing services within the past three (3) years of operation. 3. Qualifications: Provide complete candidate Profile (Curriculum vitae, updated resume, licensures / certifications, currently/valid contact information, Medical Supply Technician Skills and all relative documents for proposed candidate. Refer to PWS Section 5.0 & 6.0). 4. Availability of candidate(s). 5. Contractor will not start work until the Purchase Order is issued - signed by the Contracting Officer and receipt of vendor NOTE: Incomplete Submission(s) shall not be reviewed nor considered if submitted directly to the hospital unit managers. In addition, any profiles received after the RFQ closing date shall be accepted but shall not be subject for review. Medical Supply Technician shall be performed in accordance with the attached Performance Work Statement (PWS) Period of Performance:� for 6 months with possible extension. The assignment is through the stated period of performance or until the position is filled with a permanent hire. In such instances, the provider will be released from contract assignment. Work Shift: The shifts hours are 8 hours from: 0730 am - 1600 p.m. Monday thru Friday. No Government Housing Available The rate will be an All-Inclusive Rate: regular hours, overtime, weekends, and weeknights. *****FINGERPRINTING CARD FBI-FD 258 (PROVIDED BY THE FEDERAL GOVERNMENT) FINGERPRINTING MUST BE CLEARED AND APPROVED PRIOR TO THE START DATE.***** INTIAL REQUIREMENTS: Must have knowledge of standards: AAMI (Association for Advancement of Medical Instrumentation) and AORN (Association of Peri-Operative Registered Nurses). Decontamination and Prepping instruments process, operate sterilization autoclaves and identifying proper surgical instruments is a must. Must have taken the exam provided by The Certification Board for Sterile Processing and Distribution and received a certified board sterile processing and distribution technician which is good for (5) years for job role competency. The contractor must be credentialed and clinical privileges be granted by the Northern Navajo medical Center Clinical director or designee prior to providing services. Contractor shall provide documents to complete security procedures to include fingerprint cards prior to start date. Contractor is subject to character investigation as required by Public Law 101-630- The Indian Health Child Protection and Family Violence Prevention Act prior to performance of a contract. Contractor shall furnish current immunization or immunity for MMR (Measles, Mumps, and Rubella), Td/Tdap and Hepatitis B status, or as required by the Navajo Area Indian Health Service immunization policy. A copy of the document shall be submitted to the Employee Health Nurse upon arrival at the facility before providing service. Contractor must provide documentation of Influenza immunization for the current flu season (November to March). If not immunized due to a medical contraindication or a religious belief, contractor must provide a doctor's signed, written statement noting contraindication, or the contractor's signed written statement with religious exemption. The unvaccinated contractor must wear a mask provided by I.H.S. when providing patient care or when in an area with patients. TB mask Fit testing and annual tuberculin skin testing (TST) is required for all contractors who provide direct care to patients. Annual TST and Influenza Immunization is required for all contractors coming in to the facility to work on projects. Additional Requirements: Indian Health Service or Veterans Administration experience preferred Must have two years' experience in the Sterile Processing Department or training in a technical program. Certification is a plus. Contractor must have the ability to work with interpreters for Non-English speaking patients Duties: Appropriate safety methods and procedures are as follows: A. Operating sterilizers or equipment or when using disinfectant solutions according to manufacturer's recommendation. B. Disassembling and reassembling equipment/instrument trays. C. NNMC Quality testing completed daily and weekly on washers and sterilizers Quality testing is with every load proceeded through sterilizers. Tray and instrumentation optimization monitored as a performance improvement for increasing efficiency of sterilization and length of life of instrumentation. (a) Will provide sterilization and control of sterilized supplies and equipment by using the AAMI, Federal regulations and AORN Standards regarding cleaning, disinfection, sterilization, quality control/verification of process, package, storage, recall due to process failure, and implants. (b) Selects appropriate method when wrapping supplies to prevent breakthrough, dates ad labels package up completion. Assists in maintaining the sterility of supply of indicators, rotating stock by disposing or reprocessing contaminated or outdated sterile goods and assures proper storage and transport of sterile goods. (c) Performs daily and/or load biological testing of sterilizers, records result and notifies charge Nurse/Nurse Manager of any contaminated loads so they can institute recall procedure. (d) Demonstrates knowledge of asepsis and sterilization methods with the ability to understand the basic medical and surgical terminology, with therapeutic practices for human anatomy and physiology. (e) Operate and trouble shoot equipment used for sterile process and complete required documentation. Client background: Many of the patients' service may only speak a native language and reside on the reservation. The contractor should be able to show sensitivity to cross cultural and language differences. The contractor must have the ability work with interpreters in some cases for non-English speaking patients. In situations, where interpretation is required, the Northern Navajo Medical Center staff will provide these services. Clinical Privileges: The contractor must be credentialed and clinical privileges granted by the Northern Navajo Medical Centers Chief Medical Officer or designee prior to providing services. The contractor must obtain the appropriate forms for privileging from the Northern Navajo Medical Centers Chief Medical Officer upon award of this contract. The government reserves the right to issue a single award or multiple awards to the Schedule contractors (s) whose quotes (s) represents the best value as defined by FAR 15.304. In determining best value, the following factors will be considered: experience, qualification, price and past performance (agency) of each proposed candidate. THE CONTRACTOR DOES NOT RECEIVE HEALTH BENEFITS, PAID LEAVE, TSP, EDUCATIONAL FUNDS, MEALS AND TRANSPORTATION TO AND FROM THE JOB SITE. The government does not guarantee that the contractor will work the number of hours ordered. The hours ordered are only estimated. The government will pay only the actual hours the contractor works. On occasion, when the workload is insufficient, the contractor will be sent home. Northern Navajo Medical Center is one of five facilities located within the Shiprock Service Unit. The Shiprock Service Unit is the largest service unit of the Navajo Nation. Approximately 80,837 Native Americans (mostly Navajo) are enrolled at Northern Navajo Medical Center. The inpatient load is 29 per day and the outpatient volume averages 600 per day. A variety of services are available including internal medicine, family practice, urgent and emergency care, pediatrics, general surgery, women's health, mental health, respiratory therapy, outpatient rehabilitation services, pharmacy, optometry, dental, public health nursing, social services, health promotion/disease prevention, radiology, laboratory and benefits coordination. Northern Navajo Medical Center employs 860 full-time employees. The medical staff consists of 75 physicians and 24 mid-level providers. Northern Navajo Medical Staff work with a variety of other facilities both locally and nationally. Specialists are consulted both within the IHS system, as well as outside our system. We have strong relationships with private providers in the Four Corners region, as well as at University of New Mexico, and the Brigham and Women's Hospital in Boston, MA. Nearby are recreation opportunities that include fishing, hiking, biking, cross-country skiing and alpine skiing. Telluride, Durango, Canyonlands, Grand Gulch, the Colorado River, the San Juan River, several large lakes, and the Colorado Wilderness areas are just short drives away.
