Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0184 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 333111, Farm Machinery and Equipment Manufacturing, with a small business size standard of 1,250 employees and the PSC code is 3710. The Department of Agriculture (ARS) has the need for the following products: 001) Variable Rate Pull Type Liquid Nitrogen Applicator with Y Drops Scope of Work: � The UDSA-ARS Dairy Forage Research Farm in Prairie du Sac, WI is requesting quotes for a new variable rate pull type liquid nitrogen applicator with Yield 360 Y drops. Background: � The USDA-ARS Prairie du Sac station uses this nitrogen applicator for variable rate fertilizer in corn at V5. This applicator will also be used in research and full-scale field applications. Technical Requirements: The pull type liquid applicator will be used to variable rate apply liquid nitrogen fertilizer to corn at V5 growth stage. Must be able to vary the rate of nitrogen by at least 30 gal to the acre at 5-6 mph. Must be able to apply up to 55 gals per acre at 5-6 miles per hour. Should have a minimum of 34� of ground clearance. Needs to be a 15 row 30� working width so tractor is able to travel in the same tracks as it does with a 16 row 30� planter. Needs to be able to work with a New Holland T7.210 tractor. Unit must come fully assembled and be fully functional at the time of delivery. A company representative shall provide employee training on the applicator and be on site the first day of use to ensure proper operation. New Ag Systems AG6400 Pull type liquid applicator or equivalent Key Features: 1200�1400 gallon tank Iso control kit with a least 4 section shutoff and all required wiring and cables 15 row 30� Primary wing set w/ hydraulic second fold wing Hydraulic centrifugal pump with all hoses and fittings Yield 360 Y-drop package with u-bolts on each row Pressure transducer Diaphragm check valve assembly on each row VRA nozzles on each row Fresh water rinse tank Government will provide access to farm for delivery and employee training. Evaluation Factors:� Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Key Deliverables: Variable Rate Pull Type Liquid Nitrogen Applicator with Y drops Delivery Installation Training On site representative for first day of use. Delivery: Product delivery, installation, training and first day of use must occur at the USDA-ARS Praire du Sac Research Farm located at S8822 Sunset Drive, Prairie du Sac, WI 53578 by no later than 05/15/2022. Scott Serwe will need to be contacted at 608-574-0711 to set up the appointment(s). The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Prairie du Sac, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. Also, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF 1449�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF 1449 to�aaron.dimeo@usda.gov by no later than�Tuesday, September 21, 2021 at 5:00 PM�Central Standard Time. Questions in regards to this combined synopsis/solicitation must be submitted through email and are due no later than�5:00 PM CST on Thursday, September 16, 2021. Answers to any questions received by that time will be�posted as an amendment to this combined synopsis/solicitation.
