- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0182 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 333111, Farm Machinery and Equipment Manufacturing, with a small business size standard of 1,250 employees and the PSC code is 3710. The Department of Agriculture (ARS) has the need for the following products: 001) Precision Planter Scope of Work: � The UDSA-ARS Dairy Forage Research Farm in Prairie du Sac, WI is requesting quotes for a new precision planter. Background: The USDA-ARS Prairie du Sac station will add the Precision planting 20|20 Gen 3 monitor with DeltaForce, vDrive, SmartFirmer, and WaveVision seed tubes to a 16 row John Deere 1770 Centerfill planter with long parallel arms. This unit will plant both corn and soybeans. Technical Requirements: New Precision planting 20|20 Gen 3 monitor with DeltaForce, vDrive, SmartFirmer, WaveVision Seed tubes or equivalent Key Features: 20|20 Gen 3 monitor 20|20 FieldView Module kit John Deere StarFire adapter harness 20|20 Gen 3 Cab Control Module SRM Base Kit Tractor power harness 16 SRM row kit 16 SRM/RUM mount kit for ExactEmerge planter SRM Backbone harness Power options (160 amp alternator kit and all power extensions needed) Whisker switch with cable DeltaForce base kit Delta Force cylinders and brackets Hydraulic hose kits 16 DownForce sensors vDrive with ability to add multi-hybrid planting later vSet corn and soybean crop kits 4- SmartFirmer tail and sensor 16 WaveVison Seed Tubes 4-row CAN expansion HUB kit 4- black connector 4-ExactEmerge quick attach and furrow jet bracket All hydraulic hoses Installation of all components Employee training and company representative present on first day of use Government will provide access to farm for delivery and employee training. Employee training should occur within a month of delivery. Company representative needs to be on site for first day of planting use. Brand Name Requirement: Precision Planting Trade-In The USDA-ARS is offering as trade a White 6100 6-row corn planter with trash whippers, coulters, single disk fertilizer, cross auger, and insecticide boxes. The unit is in fair condition. See attachment 1 for pictures. To view the corn planter, which is located at the U.S. Dairy Forage Research Center Prairie du Sac Agricultural Research Station. Evaluation Factors:� Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Key Deliverables: 20/20 Gen 3 Monitor RSM Base DeltaForce SmartFirmer WaveVision vSet2-vDrive Custom Parts Labor Delivery Installation Training On site representative for first day of use. Trade In Delivery� Product delivery, installation, training, and the first day of use must occur at the USDA-ARS Praire du Sac Research Farm located at S8822 Sunset Drive, Prairie du Sac, WI 53578 by no later than 04/15/2022. Scott Serwe will need to be contacted at 608-574-0711 to set up the appointment(s). The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Prairie du Sac, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. Also, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF 1449�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF 1449 to�aaron.dimeo@usda.gov by no later than�Tuesday, September 21, 2021 at 5:00 PM�Central Standard Time. Questions in regards to this combined synopsis/solicitation must be submitted through email and are due no later than�5:00 PM CST on Thursday, September 16, 2021. Answers to any questions received by that time will be�posted as an amendment to this combined synopsis/solicitation.
