Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0187 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 332311, Prefabricated Metal Building and Component Manufacturing with a small business size standard of 750 employees and the PSC code is 5410. The Department of Agriculture (ARS) has the need for the following products and services: 001) Two Movable Wall Mounted or Pony Wall Structures Scope of Work: � The UDSA-ARS Dairy Forage Research Farm in Prairie du Sac, WI is requesting quotes for two movable wall mounted or pony wall structures. Background:� The US Dairy Forage Research Center farm in Prairie du Sac, WI seeks to erect. These structures will be used to potentially store round bales of hay, corn stalks, or straw, farm and research equipment and other items that need protection from the elements. These structures should be a minimum of 40� wide X 96� Long X 17� High with a 12� sidewall. We plan to store tractors, implements, and trailers under these shelters. We have several items coming from another project site to the Prairie du Sac farm for storage. Those items are research-related equipment that will be required to be stored in existing sheds and completely locked up. We need these storage structures to store items of lesser value, but still valuable enough to protect from the elements. Technical Requirements: Wall mounted or pony wall structures must be able to handle the wind and snow loads of central Wisconsin. These structures need to be installed on walls made of 2� x 2� x 6� concrete blocks at the recommended width apart. Key Features: Minimum of 40� wide x 96� long x 17� height with a 12� sidewall shelter. Must be able to be built on 2� thick, 6� high concrete wall foundation. Must have a solid end wall with framing to mount to concrete wall foundation. Must be a minimum 18 oz cover, translucent white, PVC vinyl laminated fabric with polyester scrim. Needs to be flame retardant per NFPA-701. Minimum strength of 18� Heavy Wall ASTM B-6 Zinc tubular steel meets z-bar truss design on a maximum of 8 ft centers. Structure shall meet or exceed all local snow load requirements. All materials shall be new, without defects and free of repairs. All metal support pieces must be corrosion resistant to weather and salt. Must include corrosion resistant fasteners to attach to large concrete blocks. Installation of structure including the government provided concrete wall foundation. Government Furnished: Government will provide foundation and concrete blocks to the manufacture�s specifications.� Government will unload parts at the site. Evaluation Factors:� Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Key Deliverables: Movable Wall Mounted or Pony Wall Structures; Qty: 2 Solid End Wall with Framing; Qty: 2 Aluminum Trim; Qty: 2 Delivery; Qty: 2 Installation; Qty: 2 Delivery: Delivery and installation to be made to the USDA-ARS Praire du Sac Research Farm located at S8822 Sunset Drive, Prairie du Sac, WI 53578 by or before 08/31/2022. Scott Serwe will need to be contacted at 608-574-0711 to set up the day and time for delivery and installation. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Prairie du Sac, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. Also, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF 1449�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF 1449 to�aaron.dimeo@usda.gov by no later than Tuesday, September 21, 2021 at 5:00 PM�Central Standard Time. Questions in regards to this combined synopsis/solicitation must be submitted through email and are due no later than�5:00 PM CST on Thursday, September 16, 2021. Answers to any questions received by that time will be�posted as an amendment to this combined synopsis/solicitation.
