- NOTICE OF INTENT: The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis. This will be the only notice of the Government's intent to solicit, negotiate, and award a firm-fixed price contract to one source.� THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. The statutory authority for this sole source requirement is 41 U.S.C. 1901, as implemented by FAR 13.106-1(b)(1). SUPPLY INFORMATION: NIAID anticipates awarding a contract by 09/24/2021 to Scinomix, Inc., 4372 Green Ash Dr, Earth City, MO 63045-1219 for the following requirements: ��� �Sci-Print MP2 (product code: 1043) ��� �Sci-Print MP2 Barcode Label Verification (product code: P1043-915-000) ��� �Computer to run one machine (product code: 2000-097) All responsible sources may submit a capability quotation, which shall be considered by the agency, via email to Christine Illanes at Christine.illanes@nih.gov by September 17, 2021 6:00 PM EST. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. Any response to this notice that is received after the closing date and time is late and will not be considered. SOLE SOURCE JUSTIFICATION: The Sci-Print MP2 (model # 1043) from Scinomix is a cost effective, benchtop semi-automated barcode label printer that prints and applies labels onto a variety of microplates for sample tracking. It can be used in a manual stand-alone environment or integrated into a fully automated system. �This device will enable the application of custom-defined barcodes and human readable labels to up to 4 sides of microplates at a rate of 4 seconds/label. The requested configuration includes a 600-dpi printer, a rotating stage to enable labeling of any side of a plate, a barcode reader module to verify readability of the printed labels, standard tamp pad label applicator and a label kit. �The unit comes with the dedicated PC controller and software. �The unit is modular and can be upgraded with a dedicated plate stacker or integrated in larger laboratory automation systems. �The unit has a very compact footprint (Height: 12.4�, Width: 7.7�, Depth: 28.9�) and it is lightweight (37.5 lb) allowing it to occupy little benchtop space, be easily relocated by the end users, and it can be housed in a standard biological safety cabinet to retain plate sterility.� The Sci-Print MP2 also meets the following essential criteria: �1) Labels up to four sides of a microplate; 2) Prints a range of custom-defined standard barcodes, including 1D and 2D barcodes; 3) label application height is adjustable; 4) Is compatible with any microplate or reservoir that meets the SBS dimensional standard; 5) Has a barcode scanner for barcode verification; 6) Can be integrated into third party automation systems; 7) Software provides user configurable fields; 8) Has a labeling rate of no more than 4 seconds/label; and can be upgraded with barcode readers and plate stackers to provide walk-away time.
