- The Department of Veterans Affairs, Atlanta VA Medical Center intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with COSMED USA Inc. for K5 FDA Wearable Metabolic Technology. Investigators at the Atlanta VA Center for Visual & Neurocognitive Rehabilitation (CVNR) in collaboration with investigators from the Atlanta VA Cardiology Department, are conducting ongoing research in exercise rehabilitation for patients with heart and vascular diseases. Given the nature of the interventions for these studies requiring independent, ambulatory exercise, a wearable metabolic testing system allowing for wireless metabolic testing (including VO2, HR, and energy expenditure) as well as wireless ECG testing is needed to more accurately assess changes in functional status in a manner that reflects the everyday lives of Veterans. The Atlanta VA CVNR purchased K5 Technology in 2018, and in order to maintain data continuity in ongoing studies, K5 FDA Wearable Metabolic Technology is required. COSMED USA Inc. is the sole distributor of K5 Wearable Metabolic Technology in the US. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor or authorized reseller of all the items listed above, may submit a capability statement to the contracting office no later than Friday, September 17, 2021, 4:00 pm EDT. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
