Description

Sole Source Intent. The Mission and Installation Contracting Command (MICC) - Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Spectro Scientific, Inc. One Executive Drive, Ste. 101, Chelmsford, MA 01824. This requirement is for annual on-site preventative maintenance and as needed repair services of the laboratory�s Spectro Scientific Instrumentation, Spectroil M/N; Automatic Bottle Processor, Auto-sampler; and Laser Net Fines Q200, located at the US Army, Yuma Proving Ground. The contractor will provide on-site maintenance and repair services. Spectro Scientific�s instrumentation includes proprietary systems using proprietary firmware/software that only a properly trained technician can service correctly. Only vendors that are certified/authorized by the manufacturer are able to perform maintenance and calibration on Spectro instruments. Spectro does not authorize third-parties to service their instruments and have their own service technicians. The requirement of having Spectro Scientific Inc as the sole source for the repair is the only way to ensure the repair is performed properly and that calibrations are performed in accordance to manufacturer�s specifications. The instruments to be serviced are of vital importance to the lab�s mission. The instruments are used to determine the wear metals and particulate levels of the engine, transmission, and other oil lubricated systems taken from test vehicles. If these analysis requirements are not met, due to extended instrumentation down-time, this would seriously degrade Yuma Proving Ground�s ability to support testing. The period of performance will consist of a base year with two option years This contract will consist of Contract Line Item Number (CLIN): CLIN 0001, Quantity: 1, Unit of Issue: EA, Description: Preventative Maintenance & Equipment Repair CLIN 1001, Quantity: 1, Unit of Issue: EA, Description: Preventative Maintenance & Equipment Repair CLIN 2001, Quantity: 1, Unit of Issue: Job, Description Preventative Maintenance & Equipment Repair The North American Classification System (NAICS) code is 541380 � Calibration and Certification Testing Laboratories or Services with a standard size of $15M dollars. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOPALS. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by Tuesday, 16 September 2021 at 10:00 AM Mountain Standard Time (MST). In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed services.
