- The proposed action is to issue a procurement for the VA Palo Alto Health Care System (VAPAHCS) to purchase Yttrium-90 (Y-90), Sirspheres. The microspheres are labeled with yttrium 90 (Y- 90); a beta-emitting isotope that delivers the tumoricidal doses of radiation to the tumor Y-90 Sirspheres is indicated for the treatment of unresectable colorectal carcinoma metatstases to the liver and is the only available treatment in the commercial marketplace to any patient that meets the drug's intended audience. This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s need. The contract will be for base plus four option years. The North American Industrial Classification System (NAICS) code for this procurement is PHARMACEUTICAL PREPARATION MANUFACTURING (3254), with a small busines size standard of 1250 employees. SIR-Spheres Y-90 resin microspheres are the only fully FDA approved microsphere radiation therapy in the United States for the treatment of colorectal cancer that has spread to the liver. Yttrium-90 (Y-90) SIR-Spheres resin microspheres from Sirtex is used as a treatment for selected patients with unresectable cancers, especially hepatic cell carcinoma or metastasis to the liver. SIRSpheres Y-90 resin microspheres are indicated for the treatment of unresectable metastatic liver tumors from primary colorectal cancer with adjuvant intra-hepatic artery chemotherapy of floxuridine. The VA Palo Alto Nevada Health Care System is seeking to purchase SIR-Spheres Y-90 resin microspheres. for the above listed items, describe and/or submit documentation to support your capabilities. The response will be considered by the agency. If you are not the Original Equipment Manufacturer (OEM), you must submit an authorized distributor letter signed by the OEM. If you are not the OEM and a small business, you must indicate in your response how you will comply with limitations on subcontracting and/or the non-manufacturer rule. Responses should be submitted to Haunani Freeman(AKA) at darralynn.freeman@va.gov no later than September 16, 2021 at 8:00 AM HST to be considered. If no responses are received, the Government will continue with its sole source procurement, and a sole source Request for Quote will be published to contract opportunities in accordance with FAR 5.102.
