- NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT Special Notice: FD-2021-244 NOAA/NMFS/SEFSC In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1),� with Name: ANALYTICAL PARTNERS CONSULTING, LLC of� Cary North Carolina. Using the procedures of FAR Part 13 the requirement is to procure the following: �Contractor to assist in the development of a statistical model that can identify and quantify red tide events on the west Florida shelf.� The applicable Size Standard is North American Industry Classification System (NAICS) Code 541690, with a Small Business size standard of $16.5M. Aside from automating the accounting of red tide in past assessments, there is also the need to characterize uncertainty in red tide mortality in stock assessment projections. A statistical consultant is needed to ensure the analytical methods used in the project conform to a high standard of statistical robustness. The legal requirement for best available science in stock assessments necessitates the inclusion of a statistical consultant to reduce possible errors in selecting and using statistical modeling techniques.� The contractor will provide written and verbal guidance to NOAA scientists and affiliates in the development of a statistical model that will be used as an index of red tide for use in fishery stock assessments. Provide monthly written review of model code and model diagnostics.�Submit final review of project and recommendations at end of the purchase order term. The specified awardee is uniquely capable of providing the services required at the level of quality required because he has extensive previous research in this area.� The statistical analysis required is a highly specialized methodology, which the consultant has helped to develop as part of his independent research.� Because of this high familiarity level, the contractor is the only one capable of carrying out the required work.� Other awardees are not capable because they lack an integral understanding of the methods required and the data sets involved.� Dr. Bohrman worked with Dr. Mary Christman at the University of Florida when the first project on this topic was initiated in 2013.� His previous work consisted of developing novel statistical models to calculate red tide indices from data collected without a statistical design-based. His previous work included mathematical modeling of the basic cell count data, developing a simulation model and producing initial versions of the red tide index. He has expertise with the cell count data collected by the State of Florida, extensive mathematical and statistical modeling of natural resource data. If we were to seek a different contractor, we could not ensure consistency of the work.� **THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
