Description

The Transportation Security Administration (TSA) intends to contract using other than full and open competition for design, construction, delivery, and installation of Non-Lethal Training Ammunition (NLTA) resistant demountable walls to be used in conjunction with the existing aircraft simulators at the Transportation Security Administration Training Center (TSATC) to create the multimodal law enforcement training environment. The new walls shall be able to withstand the physically demanding law enforcement training environment; which includes repeated physical strikes and being shot repeatedly with a Non-Lethal Training Ammunition (NLTA), specifically the Man-Marker Round (MMR) from Ultimate Training Munitions, in a 3� circle at no more than 5� away from the surface with no appreciable failure of the material used to construct the walls, hardware, nor the mounts. Accordingly, the TSA intends to award a purchase order to Newton Design LLC, 26015 E ADMIRAL PL CATOOSA, OKLAHOMA 74015-5743. This contract will address the requirements of TSA has existing Aircraft Cabin Training Simulators (ACTS) at the Transportation Security Administration Training Center (TSATC) and Field Offices throughout the country. In addition, the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received five days after date of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
